REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 18, 2018 <br />TITLE: <br />AGREEMENT WITH COOPERATIVE <br />PERSONNEL SERVICES (CPS) TO CONDUCT <br />A COMPENSATION STUDY OF CONFIDENTIAL <br />ASSOCIATION OF THE CITY OF SANTA ANA <br />(CASA) JOB CLASSIFICATIONS <br />(STRATEGIC PLAN NO. 7,4) <br />rZC4r <br />N <br />CI Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15t Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Cooperative <br />Personnel Services (dba CPS HR Consulting), subject to non -substantive changes approved by <br />the City Manager and City Attorney, to conduct a compensation study of job classifications in the <br />Confidential Association of Santa Ana (CASA) bargaining unit in an amount not to exceed <br />$24,999.99 for the period of September 18, 2018 through June 30, 2019, with the option of an <br />extension in writing executed by the City Manager and City Attorney. <br />DISCUSSION <br />CASA is a bargaining unit of currently 51 employees working in positions that require the <br />employee to develop or present material with respect to employer-employee relations or whose <br />duties normally require access to confidential information contributing to the development of data <br />used in labor relations processes. The employees in this bargaining unit work primarily in the <br />Human Resources Department but others are distributed throughout the City's departments. <br />During contract negotiations in 2017, the City and CASA agreed that a compensation study <br />would be conducted by an outside consultant in the following calendar year to be considered <br />during contract negotiations for the successor agreement. As the current CASA contract expires <br />on December 31, 2018, the parties wish to initiate this study. <br />This study will evaluate the compensation assigned to CASA job classifications in comparison to <br />comparable positions in the local labor market (eight Orange County cities). The study will <br />include a full analysis with data evaluating Santa Ana's market position concerning base salary, <br />salary plus pay additives, and base salary plus pay additives, health insurance and pension <br />25B-1 <br />
