STATEMENT OF QUALIFICATIONS <br />Project Approach <br />Our approach to the design of the renovation program for Centennial Lake is to address each of the <br />seven (7) deficiencies Identified in the preliminary study through a purposeful design approach that <br />draws upon the experience and expertise of a team of twelve (12) subject area experts included on <br />the Dudek team (See Table -1). Our team includes experts in the following fields: <br />• Lake design and construction <br />• Lake management <br />• Construction document preparation <br />• Personnel and public safety <br />• Fisheries establishment and <br />management <br />• Treatment system design <br />• Wildlife biology - waterfowl and <br />avian management <br />• Habitat restoration <br />• Landscape architecture <br />• Horticulture <br />• Graphic design and signage <br />• Pump station design <br />• Electrical power and control system <br />design <br />• CEQA documentation, and resource <br />agency permitting <br />Our plan is to design a comprehensive lake renovation plan that addresses all aspects of project <br />implementation from preliminary design and CEQA documentation, through final design and <br />construction. We have also included a Lake Design Manual In the project deliverables to assist the <br />City with long-term care and management of the lake ecosystem, fishery, wildlife, and habitat <br />management and to provide documentation of the lake design as well as guidance for City staff. <br />The preliminary lake rehabilitation plans includes the <br />creation a waterfowl sanctuary/habitat island. <br />x <br />Dudek understands that the biological goal of the -_---� - - -- <br />proposed waterfowl island is to provide a refuge for�w <br />wildlife, particularly migratory waterfowl, which would a _ <br />encourage them to remain away from the active o'er -,m iFa <br />9 Y <br />public use recreation areas and encourage them to <br />engage in normal seasonal behavior and migration <br />with limited human intervention. The intent is also to <br />develop educational information and public outreach �" 0Ni° TMY 00$K610N <br />for park users to help educate the users and assist Dudek haspreparedlnformationk/oskgraphics for <br />with the management of the waterfowl at the park. sfmflarprojectsincluding Suisun Marsh/PotreroHills <br />Dudek will review the current wildlife species and Overlook Park City of Santa Barbara visitor <br />Information center, and the City of San Diego <br />population present at the park and within the lake recycling center al Wainer <br />area, will develop a target species list and will <br />determine a suitable carrying capacity for the lake and the Island. A Dudek Wildlife Biologist will <br />assist with the design and selection of plant materials for the island and lake margins. Design <br />support will include assistance in creating an island with appropriate access slope and vegetation <br />for waterfowl use, to encourage use of the area by wildlife that is protected from human intrusion <br />and interaction. <br />Preliminary Design Phase <br />Dudek will begin the project with a kickoff meeting with City staff to reconfirm the City's vision for the <br />project, as well as the project design goals, coordination with the Orange County Water District <br />(OCW D) injection well project, and the delivery schedule for project deliverables. Dudek will develop <br />and design a renovation plan that will reflect the City s goals for the project.
