GREGORY GUILLEN, PHD, PE —CONTINUED <br />Process Evaluation and Data Gap Analysis at Grass Valley Wastewater Treatment Plant, Lake <br />Arrowhead CSD, Lake Arrowhead, California. Dr. Guillen analyzed process data and treatment <br />performance at Lake Arrowhead's Grass Valley Wastewater Treatment Plant. Treatment process <br />deficiencies were identified and several operational and capital improvement project recommendations <br />were made. The client now has a clear path toward achieving a more reliable treatment process. <br />Process Evaluation, Data Gap Analysis, and Risk Analysis for Crestline Sanitation District, Crestline <br />CSD, Crestline, California. Dr. Guillen analyzed process data and treatment performance at Crestline <br />CSD's three wastewater treatment facilities. As a follow up to this analysis, a risk analysis was conducted to <br />identify points of risk in the treatment process. Several operational and capital improvement plan <br />recommendations were made. Crestline CSD has updated its Capital Improvement Plan with prioritized <br />projects directly derived from this work. <br />Industrial Wastewater Pretreatment System Recommendations Memorandum, BACHEM Americas, <br />Inc., Vista, California. Dr. Guillen examined industrial wastewater quantity and quality from a peptide <br />manufacturer in Vista, CA. The client had historically not met discharge limits set forth by Encina <br />Wastewater Authority's Source Control Program. As a result, the client was forced to stop discharging its <br />industrial wastewater to the local sewer and begin hauling offsite at a considerable cost. Dr. Guillen made <br />recommendations on a wastewater pretreatment system design that would allow the client to reliably <br />comply with EWA's wastewater quality requirements, restore wastewater discharge to the local sewer, and <br />eliminate all hauling costs. <br />Preliminary Engineering Report for Proposed Domestic Water Supply Project Manganese <br />Treatment System Water Supply Wells No. 7 and 8, Photovoltaic Solar Array and Pipeline <br />Replacement, Jacumba Community Services District, Jacumba, California. Dr. Guillen developed a <br />preliminary design of a manganese treatment system for Jacumba Community Services District Dr. Guillen <br />helped write the preliminary design report, which was used to secure USDA grant funding for the <br />procurement and construction of the treatment system, PV solar array, and pipeline replacement. <br />Ventura WRF Process Evaluation and Capital Improvement Plan, City of San Buenaventura, <br />California. Dr. Guillen assisted in the Failure Mode and Effects Analysis (FMEA) workshops with Ventura <br />WRF Staff. The workshops identified unit processes within the WRF, identified their modes of failure, and <br />scored the criticality of those failures. The FMEA process in conjunction with the WRF treatment process <br />analysis, identified constraints within the facility and helped develop the City's Capital Improvement Plan. <br />Plant No. 1 Activated Sludge Process Facility No. 1 — Denitrification Process Study for 2615 SCE <br />Incentive Application, Orange County Sanitation District, Fountain Valley, California. Dr. Guillen <br />provided technical oversight of the Biowin process modeling effort of an OCSD activated sludge treatment <br />system. Process models were created to evaluate three treatment scenarios: mixed liquor return, <br />simultaneous nitrification -denitrification, and creation of a third anoxic zone. The model outputs were used <br />in a lifecycle model to determine the payback period of each project Dr. Guillen contributed to the <br />Technical Memorandum In which a capital project was recommended based on energy use and project <br />lifecycle cost. <br />Produced Water Treatment Feasibility Study, Central Valley, California. Dr. Guillen led the <br />development of a conceptual treatment system for the purification of produced water to irrigation water <br />quality standards. Appropriate unit processes were selected and sized to treat 18 mgd of oily wastewater. <br />Dr. Guillen created a cost model considering capital, O&M, and construction costs to help the client <br />determine the potential cost of treating such challenging water. A conceptual treatment plant site layout <br />was produced to assist the client in finding partnering producers.
