Collin Ramsey, LEED GA <br />CEQA & Resource Agency Permitting <br />Collin Ramsey is a project manager with 8 years' professional <br />experience in environmental planning. Mr. Ramsey is <br />responsible for preparing numerous California Environmental <br />Quality Act (CEQA) and National Environmental Policy Act <br />(NEPA) documents, permit packages, and proposals for a <br />variety of projects, including development, resource <br />management, and energy. Worked <br />alongside the Orange County Water District (OCWD) to prepare an EIR for a new groundwater recharge <br />basin located on Miraloma Avenue in Anaheim, between Kraemer Boulevard and Miller Street. The new <br />basin will allow OCWD to percolate up to an additional 6,000 acre-feet of water, which is enough for nearly <br />50,000 people. Dedicated in October 2012, the basin took about 10 months to construct. The 13 -acre site <br />was purchased by OCWD and transformed into a recharge facility that is approximately 10 feet deep. It is <br />currently devoted to water from the Groundwater Replenishment System (GWRS), the world's largest <br />advanced wastewater purification system for indirect potable reuse, located in Fountain Valley. Although <br />only recently put into service, the basin is yielding the highest measured percolation rates among OCWD's <br />21 basins due to favorable geology and ultra -pure GWRS water. <br />Beaumont Avenue Recharge Facility and Pipeline EIR, San Gorgonio Pass Water Agency, California. <br />Prepared the EIR and associated environmental compliance documents for a groundwater recharge facility <br />in the City of Fontana and the unincorporated community of Cherry Valley. The recharge facility consisted <br />of both a series of five tiered basins in Beaumont that would allow the San Gorgonio Pass Water Agency to <br />accept surplus State Water Project water during wet periods of the year and a 24 -inch pipeline that would <br />extended approximately 1.5 mile from the facility to a State Water Project service connection in Cherry Valley. <br />Since the water utility served as lead agency for the project and since the project traversed two jurisdictions, <br />multi -agency coordination was required throughout the environmental compliance process to ensure <br />project success. The project was approved by the San Gorgonio Pass Water Agency's Board of Directors in <br />fall 2013. <br />San Lorenzo Community Park Master Plan MND, Hayward Area Recreation and Park District, City <br />of San Lorenzo, California. Served as project manager for the San Lorenzo Community Park Master Plan <br />MND. The Master Plan was prepared by the Hayward Area Recreation and Park District (HARD) to enhance <br />and expand the passive and active recreational elements within the park. In doing so, HARD intends to <br />enhance the overall identity and character of the park by creating a central core, improve and increase <br />pedestrian circulation, offer higher -quality gathering spaces, and better serve the community in general. The <br />Master Plan includes a variety of new, improved, and expanded recreational components, including a <br />neighborhood park, community green, playgrounds, synthetic and natural turf softball and soccer fields, <br />active play area, dog park, and relocated 1.2 -acre lined pond. <br />DUDEK Page <br />25E-56 <br />
