REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 18, 2018 <br />TITLE: <br />APPROVE AGREEMENT WITH TETRA <br />TECH FOR LINCOLN AVENUE <br />PEDESTRIAN PATHWAY DESIGN <br />CONSULTING SERVICES <br />(PROJECT NO. 17-6802) <br />(STRATEGIC PLAN NOS. 6, 1B; 1C; 1G) <br />CE MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Tetra Tech for <br />a three-year term beginning September 18, 2018, and expiring on September 17, 2021, with two <br />one-year renewal options exercisable by the City Manager and the City Attorney, to provide <br />design consulting services for the Lincoln Avenue Pedestrian Pathway Connectivity project, in the <br />total amount not to exceed $149,786, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />In May 2015 an application was submitted for Active Transportation Program (ATP) funds for the <br />Lincoln Avenue Pedestrian Pathway Connectivity Project to restore the pedestrian and bicyclist <br />access to the east side of the railroad tracks in the vicinity of Fairhaven Avenue that was lost <br />when the at -grade crossing at Fairview was closed. The City of Santa Ana successfully received <br />ATP state grant funds in December 2017 for the design and construction of the project. <br />The pathway will begin at Park lane and Lincoln Avenue, continue to the north on the west side of <br />the railroad tracks, and end at the existing east -west Santiago trail under the railroad bridge <br />(Exhibit 1). It will provide active transportation continuity to the Santiago trail and allow access to <br />the existing connecting trail on the east side of the railroad tracks to the south to Fairhaven <br />Avenue. In addition to the pathway restoration, the project will also enhance the aesthetics in the <br />area and include landscaping, fencing, and retaining walls. <br />On May 7, 2018, a Request for Proposal (RFP) was posted on both the City's website and on the <br />web -based eProcurement portal, PlanetBids. Subsequently, eight proposals were received and <br />opened on May 31, 2018. All of the proposers were deemed to be well qualified by a review <br />committee comprised of Public Works Agency staff.
