Lincatn Avenue Pedestrian Pathway ConnectivUy j Park Lane to Santiago Creek <br />The City of Los Angeles recently <br />selected Tetra Tech to provide <br />design services and design <br />support during construction <br />for two Active Transportation <br />Projects, the Boyle Heights <br />Linkage Project Description <br />(ATP 2) and the Arts District <br />Pedestrian/Cyclist Improvement <br />Project (ATP 3). <br />The ATP 2 project area is <br />comprised mostly of industrial, <br />commercial and manufacturing <br />facilities, and some residential <br />facilities, consisting mainly of <br />a low-income public housing <br />development. There is little <br />pedestrian use of the streets <br />within the ATP 2 project area <br />because of its industrial nature <br />and poor pedestrian facilities. <br />ATP 2 aims to improve pedestrian <br />safety and access to the City of <br />Los Angeles' Sixth Street Viaduct <br />and Sixth Street PARC Projects. <br />In addition to serving all City <br />residents, the project specifically <br />aims to Improve the pedestrian <br />circumstances for users of the <br />Aliso Pico Recreation Center, <br />Pecan Recreation Center, and <br />Boyle Heights Technology Youth <br />Center. The project will directly <br />benefit the adjacent low-income <br />and senior housing community <br />near 4th Street and Clarence <br />Street. <br />The ATP 3 project area is <br />characterized by a complex <br />street system of very long blocks <br />with few safe crossing locations, <br />complicated intersections, and <br />very limited bike facilities that <br />create mobility challenges for <br />residents, workers and visitors to <br />the district. Many of the streets <br />lack sidewalks, or have very <br />narrow sidewalks, since most <br />streets were built to handle large <br />freight trucks making deliveries <br />and pick-ups at area factories and <br />warehouses where long loading <br />docks and wide driveways <br />take the place of sidewalks for <br />pedestrians.
