LS 8.21.18 <br />RESOLUTION NO. 2018-075 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING FINAL SUBSEQUENT <br />ENVIRONMENTAL IMPACT REPORT NO. 2018-15 (SCH <br />NO. 2006031041) AND THE MITIGATION MONITORING <br />AND REPORTING PROGRAM; MAKING CEQA FINDINGS <br />OF FACT; ADOPTING THE STATEMENT OF OVERRIDING <br />CONSIDERATIONS; AND ADOPTING GENERAL PLAN <br />AMENDMENT NO. 2018-03 FOR THE PROPOSED METRO <br />EAST MIXED USE OVERLAY ZONE EXPANSION AND <br />AMENDMENTS PROJECT AND THE ELAN <br />DEVELOPMENT PROJECT LOCATED AT 1660 EAST <br />FIRST STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The City of Santa Ana (City) is requesting approval of General Plan Amendment <br />No. 2018-03 to amend the General Plan land use designation of 53 parcels <br />located in the existing Metro East Mixed Use (MEMU) Overlay Zone (OZ -1) and <br />in the proposed MEMU expansion area to be consistent with the current land <br />uses and proposed zoning designations in the MEMU project area (the "MEMU" <br />project). <br />B. A Subsequent Final Environmental Impact Report (the "SEIR") No. 2018-15 <br />(SCH No. 2006031041) was prepared for the MEMU projects. The SEIR also <br />evaluates the environmental impacts of a separately proposed development <br />project within the expanded MEMU area that will be considered separately by <br />the Planning Commission after the SEIR and MEMU project have been <br />considered and approved by the City Council. For the purpose of the SEIR, <br />the MEMU and Elan projects are also known as the "Project." <br />C. The development project to be considered separately by the Planning <br />Commission is Site Plan Review No. 2018-02 to allow a 603 -unit mixed-use <br />development project at 1660 East First Street (the "Elan" project), subject to <br />approval of this General Plan Amendment, and separate but related <br />Amendment (Zone Change) and Zoning Ordinance Amendment applications. <br />D. On July 23, 2018, during the 45 day public comment period, the Planning <br />Commission held a duly noticed public hearing and voted to recommend that <br />the City Council adopt a resolution certifying Subsequent Final Environmental <br />Impact Report No. 2018-15 (SCH No. 2006031041) and approving the <br />Resolution No. 2018-075 <br />Page 1 of 12 <br />
