CEOA Findings <br />Impact Statement Impact Summary Findings <br />Impact 4.1-3: The proposed <br />project would result in a <br />cumulatively considerable <br />increase in criteria pollutants for <br />which the project region is in <br />nonattainment status under an <br />applicable federal or state <br />ambient air quality standard. <br />Cultural Resources <br />Impact 4.2-1: Redevelopment of <br />sites within the MEMU Overlay <br />Zone expansion area could result <br />in the demolition or major <br />modification of historically aged <br />structures that have not yet been <br />evaluated to determine their <br />significance as defined by Section <br />15064.5 of the State CEQA <br />Guidelines, which would be <br />considered a significant impact. <br />Because the proposed project <br />would exceed SCAQMD <br />thresholds for the pollutants and <br />precursors of ozone for which the <br />South Coast Air Basin (SCAB) is in <br />non -attainment, the proposed <br />project would make cumulatively <br />considerable contributions of <br />these pollutants during both <br />construction and operation of the <br />proposed project. This would <br />constitute a substantial <br />contribution to an existing or <br />projected air quality violation. <br />Because no additional feasible <br />mitigation beyond what is <br />already proposed is available to <br />further reduce these <br />contributions to levels below <br />SCAOMD thresholds, this impact <br />is considered to be significant and <br />unavoidable. <br />Demolition or alteration of a <br />building or structure 50 years or <br />older that has not been listed in <br />the National Register of Historic <br />Places, and has not been <br />evaluated for California Register <br />of Historical Resources and Santa <br />Ana Historic Property Register <br />eligibility, could result in a <br />significant impact on a historical <br />resource. <br />Findings 1 and 3. No additional feasible mitigation is available. <br />Mitigation measures MM-OZ.4.2-2 through MM -OZ 4.2-16 from the MEMU <br />EIR and MM -AQ -1 through MM -AQ -3 from this SEIR were developed to <br />reduce the emissions. <br />Because the proposed project would exceed SCAQMD thresholds for the <br />pollutants and precursors of ozone as well as PM2.5 and PM10 for which the <br />SCAB is in non -attainment, the proposed project would make cumulatively <br />considerable contributions of these pollutants during both construction and <br />operation of the proposed project. Because no additional feasible mitigation <br />is available to further reduce these contributions to levels below SCAQMD <br />thresholds, this impact is considered to be significant and unavoidable. <br />Finding 1. Changes or alterations have been required in, or incorporated <br />into the project which avoid, substantially lessen, or reduce the magnitude <br />of the significant environmental effect. <br />Implementation of mitigation measure MM -OZ 4.4-1 from the MEMU EIR <br />would ensure that any historical resources within the MEMU Overlay Zone <br />expansion area are identified, and that impacts on such resources are <br />analyzed and mitigated if necessary at the project level.
