City of Santa Ana <br />Impact Statement Impact Summary Findings <br />Impact 4.2-2: Implementation of <br />the proposed project has the <br />potential to cause a substantial <br />adverse change in the <br />significance of an archaeological <br />resource pursuant to Section <br />15064.5 of the State CEQA <br />Guidelines, and this would be <br />considered a significant impact. <br />Impact 4.2-3: Implementation of <br />the proposed project has the <br />potential to directly or indirectly <br />destroy a unique paleontological <br />resource or site or a unique <br />geologic feature, and this would <br />be considered a significant <br />impact. <br />The MEMU Overlay Zone <br />expansion area appears to have <br />low prehistoric or historic <br />archaeological resource <br />sensitivity, though it is possible <br />that deeper cultural deposits <br />could be present below surface <br />sediments. Therefore, <br />construction activities at the <br />project level have potential to <br />cause a substantial adverse <br />change in the significance of an <br />archaeological resource within <br />the expansion area. With <br />implementation of mitigation <br />impacts would be reduced to less <br />than significant. <br />Ground -disturbing construction <br />activities that reach deeper, older <br />Quaternary sediments with <br />potential Pleistocene deposits do <br />have the potential to result in <br />direct or indirect destruction of a <br />unique paleontological resource. <br />However, with implementation of <br />mitigation impacts would be <br />reduced to less than significant. <br />2. CEQA Findings <br />Finding 1. Changes or alterations have been required in, or incorporated <br />into the project which avoid, substantially lessen, or reduce the magnitude <br />of the significant environmental effect. <br />Mitigation measures MM -OZ 4.4-2 and MM -OZ 4.4-3 from the MEMU EIR <br />would require a qualified archaeologist would be retained to monitor any <br />significant ground -disturbing activities and be notified in the event <br />archaeological resources are unearthed during project subsurface activities. <br />Implementation of these measures would ensure that any impacts on the <br />significance of an archaeological resource within the MEMU Overlay Zone <br />expansion area would be reduced to less than significant. <br />Finding 1. Changes or alterations have been required in, or incorporated <br />into the project which avoid, substantially lessen, or reduce the magnitude <br />of the significant environmental effect. <br />Implementation of mitigation measure MM -CUL -1, which has been <br />developed to supersede MM -OZ 4.4-4 from the MEMU EIR, would require a <br />qualified paleontologist review the paleontological records search and <br />ensure that potential impacts on paleontological •resources from <br />implementation of the proposed project would be less than significant. <br />Impact 4.2-4: Construction <br />Implementation of the proposed <br />Finding 1.
