City of Santa Ana <br />Impact Statement <br />Transportation/Tragic _ <br />Impact 4.8-E1: Implementation of the Elan <br />Project would cause an increase in traffic that is <br />substantial in relation to existing traffic load <br />and capacity of the street system. <br />Tribal Cultural Resources <br />Impact 4.9-E2: Implementation of the Elan <br />Project could encounter significant tribal <br />cultural resources during construction. <br />Impact Summary <br />equipment would be below the 85 VdB <br />threshold for human annoyance and would be <br />below the potential for building damage, and <br />thus would be less than significant. If <br />construction activities occur closer than 50 feet <br />from sensitive receptors this would result in <br />these sensitive receptors experiencing <br />vibration impacts above the threshold of 85 <br />VdB despite the implementation of mitigation <br />measures, and could cause damage to buildings <br />that are particularly susceptible to damage, in <br />which case this impact would be potentially <br />significant and unavoidable. <br />The traffic associated with the proposed project <br />is expected to significantly affect 2 of the 23 <br />intersections when compared to the LOS <br />standards. The remaining 21 key study <br />intersections are forecast to continue to operate <br />at an acceptable LOS with the addition of <br />project -generated traffic. Therefore, these <br />impacts are considered to be less than <br />significant. Estimated impacts for 2020 and <br />2040 are also considered to be less than <br />significant. <br />Due to the developed nature of the project site <br />and the surrounding area, and absence of tribal <br />cultural resources identified during <br />consultation in the project area, it is less likely <br />that significant tribal cultural resources would <br />be encountered during construction of the Elan <br />Project. <br />2. CEQA Findings <br />Findings <br />would be potentially significant and <br />unavoidable. <br />Finding 1. Changes or alterations have been <br />required in, or incorporated into the project <br />which avoid, substantially lessen, or reduce the <br />magnitude of the significant environmental <br />effect. <br />Implementation of mitigation measure MM - <br />TRA -2 would offset the impact of the Elan <br />Project and improve the LOS to acceptable <br />operating conditions thereby reducing potential <br />impacts to less than significant. <br />Finding 1. Changes or alterations have been <br />required in, or incorporated into the project <br />which avoid, substantially lessen, or reduce the <br />magnitude of the significant environmental <br />effect. <br />Any tribal cultural resource unexpectedly <br />discovered during construction would be <br />evaluated and protected with mitigation <br />Metro East Mixed -Use Overlay District Expansion and Elan August 2018 <br />Development Projects 2-19 ICF 19.18 <br />Findings of Fact/Statement of Overriding Considerations <br />
