City of Santa Ana <br />Impact Statement <br />Impact 4.7-E3: Construction activities <br />associated with the Elan Project would generate <br />a substantial temporary increase in ambient <br />noise levels. <br />Impact Summary <br />development of residential uses in areas where <br />noise levels exceed the 65 dBA threshold. <br />The closest sensitive receptors to the Elan <br />Project site would experience average noise <br />levels in the range of 57 to 75 dBA as a result of <br />construction activities. Noise levels at the <br />higher end of this range would exceed the <br />ambient noise levels by up to 10 dB, which <br />would be clearly noticeable and could generate <br />a temporary nuisance. <br />2. CEQA Findings <br />Findings <br />Implementation of mitigation measure MM -OZ <br />4.9-6 would ensure that noise levels within <br />interior living spaces of residential units do not <br />exceed the 45 dBA CNEL interior noise <br />standard established in the City's General Plan; <br />mitigation measure MM -OZ 4.9-7 would <br />require the installation of shielding around <br />HVAC systems; and mitigation measure MM- <br />NOI-1 would ensure that exterior noise control <br />is provided as necessary to comply with the <br />City's exterior noise guidelines as specified in <br />the Noise Element of the General Plan. With <br />implementation of these mitigation measures, <br />impacts would be reduced to less than <br />significant. <br />Finding 1.
