1. Currently, the land use designations of the properties are inconsistent <br />with the proposed OZ -1 designation. This project will require amendments to <br />the Land Use and Urban Design elements of the General Plan to designate <br />parcels in the MEMU expansion area either UN or DC, and parcels within <br />the existing MEMU area either UN or DC, to match current or anticipated <br />land uses. <br />2. The proposed MEMU project will be consistent with several goals and <br />policies of the 2014 Housing Element. First, the project is consistent with <br />Goal 2, which encourages diversity of quality housing, affordability levels, <br />and living experiences that accommodate Santa Ana's residents and <br />workforce of all household types, income levels, and age groups to foster an <br />inclusive community. Second, the MEMU project supports Goal 4 to provide <br />adequate rental and ownership housing opportunities and supportive <br />services. Further, the MEMU project is consistent with Policy HE -2.2 to <br />create District Centers with high intensity, mixed-use urban villages and <br />pedestrian -oriented experiences; and Policy HE -2.4 to facilitate diverse <br />types, prices, and sizes of housing. The MEMU expansion and <br />amendments project will result in an overall increase in land available for <br />residential development and will not impact the inventory of housing <br />opportunity sites needed to achieve City's 2014-2021 RHNA allocation. <br />3. The City Council has weighed and balanced the General Plan's policies, <br />both old and new, and has determined that based upon this balancing that <br />General Plan Amendment No. 2018-03 is consistent with the purpose of the <br />General Plan. <br />The City Council finds that the Final SEIR, prepared under City direction, <br />reflects the independent judgment and analysis of the City Council of the City of <br />Santa Ana. The City Council specifically finds that at this time, the Final SIER <br />prepared for the MEMU and Elan projects accurately and completely presents <br />adequate information upon which to base future environmental decisions about <br />the broad effects of implementing the MEMU and Elan projects. The City <br />Council further recommends and confirms that no new information of substantial <br />importance showing new significant environmental effects, or a substantial <br />increase in the severity of previously identified significant environmental effects <br />beyond those effects analyzed in the Draft SEIR, for the MEMU and Elan <br />projects were identified during the public comment period or during the <br />preparation of the Final SEIR. The City Council approves of the Findings of <br />Facts and Statement of Overriding Consideration and certifies the Final SEIR <br />for the MEMU and Elan projects pursuant to CEQA Guidelines §15090. <br />Section 2. Certification. The City hereby certifies that (1) the SEIR has been <br />prepared, processed, and noticed in accordance with CEQA and the State CEQA <br />Guidelines; (2) the SEIR was presented to the City Council and the City Council has <br />reviewed and considered the information contained in the SEIR prior to considering <br />Resolution No. 2018-075 <br />Page 6 of 12 <br />
