12. Mitigation measures have been provided to address potential <br />environmental impacts, with a list of these mitigation measures found <br />within the attached Mitigation Monitoring and Reporting Program (MMRP) <br />attached hereto as Exhibit B and incorporated herein by this reference. <br />Mitigation measures have been outlined to address potential impacts <br />stemming from adoption of the original MEMU EIR and the 2018 MEMU <br />expansion and amendments Project's SEIR. <br />13.AII the requirements of CEQA and the State CEQA Guidelines have been <br />satisfied by the City in the Final SEIR, which is sufficiently detailed so that <br />all of the potentially significant environmental effects of the proposed <br />Project have been adequately evaluated. <br />14.The Final SEIR prepared in connection with the proposed Project <br />sufficiently analyzes both the feasible Mitigation Measures necessary to <br />avoid or substantially lessen the proposed Project's potential <br />environmental impacts and a range of feasible alternatives capable of <br />eliminating or reducing these effects in accordance with CEQA and the <br />State CEQA guidelines. <br />15.All of the findings and conclusions made by the City Council pursuant to <br />this Resolution are based upon the oral and written evidence presented to <br />the City Council as a whole and not based solely on the information <br />provided in this Resolution. <br />16. Prior to taking action, the City Council has heard, been presented with, <br />reviewed and considered all of the information and data in the <br />administrative record, including the Final SEIR, and all oral and written <br />evidence presented to it during all meetings and hearings, all of which is <br />incorporated herein by this reference. <br />17.The City has not received any comments or additional information that <br />produced substantially new information requiring recirculation or additional <br />environmental review under Public Resources Code sections 21166 and <br />21092.1 and State CEQA Guidelines section 15088.5. <br />H. General Plan Amendment No. 2018-03 has been filed to amend the General <br />Plan to change the land use designation of certain parcels located in the <br />existing Metro East Mixed Use (MEMU) Overlay Zone (OZ -1) and in the <br />proposed MEMU expansion area to be consistent with the current land uses <br />and proposed zoning designations in the MEMU project area. The amendments <br />will designate properties located in both the existing MEMU area and in the <br />MEMU expansion area as Urban Neighborhood (UN) or District Center (DC) as <br />shown on Exhibit C, attached hereto and incorporated herein. <br />Resolution No. 2018-075 <br />Page 5 of 12 <br />
