25E. APPROVE A LEASE AGREEMENT WITH RIO WEST LLC FOR
<br />WESTEND SUBSTATION OFFICE {STRATEGIC PLAN NO.1, 1 F) — Police

<br />MOTION: Authorize the City Manager and Clerk of the Council to
<br />execute a month-to-month lease agreement with Rio West, LLC for the
<br />use of the Westend Substation, for the period of November 1, 2018
<br />through October 31, 2019, in the annual amount of $31,464 ($2,622 per
<br />month), and authorize the City Manager and Clerk of the Council to
<br />execute two -one year lease agreements, following expiration of this
<br />lease, provided the annual lease increase does not exceed five
<br />percent, subject to non -substantive changes approved by the City
<br />Manager and City Attorney (AGMT. No. 2018-212).
<br />25F. AWARD AGREEMENTS TO PROJECT PARTNERS, INC., INTERWEST
<br />CONSULTING GROUP, AND PENCO ENGINEERING, INC. FOR ON-
<br />CALL ENGINEERING AND TECHNICAL SUPPORT SERVICES
<br />{STRATEGIC PLAN NO. 6, 1 C) — Public Works Agency
<br />MOTION:
<br />1. Authorize the City Manager and the Clerk of the Council to execute
<br />an agreement with Project Partners, Inc., to provide engineering,
<br />technical, and administrative support services, for a three-year
<br />period commencing September 4, 2018, and expiring September 3,
<br />2021, with provision for one, two-year renewal option exercisable
<br />by the City Manager and City Attorney, in a shared aggregate
<br />amount not to exceed $500,000, including any renewal, subject to
<br />non -substantive changes approved by the City Manager and City
<br />Attorney (AGMT. No. 2018-213).
<br />2. Authorize the City Manager and the Clerk of the Council to execute
<br />an agreement with Interwest Consulting Group, to provide
<br />engineering, technical, and administrative support services, for a
<br />three-year period commencing September 4, 2018, and expiring
<br />September 3, 2021, with provision for one, two-year renewal option
<br />exercisable by the City Manager and City Attorney, in a shared
<br />aggregate amount not to exceed $500,000, including any renewal,
<br />subject to non -substantive changes approved by the City Manager
<br />and City Attorney (AGMT. No. 2018-214).
<br />3. Authorize the City Manager and the Clerk of the Council to execute
<br />an agreement with Penco Engineering, Inc., to provide engineering,
<br />technical, and administrative support services, for a three-year
<br />period commencing September 4, 2018, and expiring September 3,
