REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 2, 2018 <br />TITLE: <br />AWARD CONTRACT TO CEM <br />CONSTRUCTION CORPORATION FOR <br />CABRILLO PARK SIDEWALK <br />IMPROVEMENT PROJECT <br />(PROJECT NO. 16-6862) <br />(STRATEGIC PLAN NOS. 6, 1B & G) <br />d <br />21TI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute easement agreements with <br />Cabrillo Park, Monterey Villas, Park Center (Shady Hollow), and Redwoods Homeowner <br />Associations, to allow the City to construct and maintain meandered City sidewalk around <br />existing trees within the property areas along Cabrillo Park Drive, subject to nonsubstantive <br />changes approved by the City Manager and the City Attorney. <br />2. Award a contract to CEM Construction Corporation, the lowest responsible bidder, in <br />accordance with the base bid in the amount of $373,000, for the term beginning upon execution <br />of the contract and ending upon project completion, for construction of the Cabrillo Park <br />Sidewalk Improvement Project, and authorize the City Manager and Clerk of the Council to <br />execute the contract subject to nonsubstantive changes approved by the City Manager and <br />the City Attorney. <br />3. Approve the Project Cost Analysis for a total estimated construction delivery cost of $466,250, <br />which includes the contract bid amount, administration, inspection and testing, and an <br />authorized contingency of $37,300. <br />4. Amend the Fiscal Year 2015-16, 2016-17, and 2017-18 Capital Improvement Programs and <br />approve the reallocation of $206,550.77, $200,000, and $59,699.23 (respectively) in Measure <br />M2 Local Fairshare funds from the Omnibus 2015-16, 2016-17, and 2017-18 projects to the <br />Cabrillo Park Sidewalk Improvement Project. <br />DISCUSSION <br />Large roots from mature trees have consistently lifted the sidewalk along Cabrillo Park Drive from <br />Fruit Street to 15th Street (Exhibit 1), and the resulting sidewalk conditions have been <br />unacceptable. Over the years, this stretch of sidewalk has been repaired through various <br />23A-1 <br />
