O3'.1 l <br />Assess how the Jurisdiction's use of funds, particularly CDBG, addresses the priorities and specific <br />objectives identified in the plan, giving special attention to the highest priority activities identified. <br />Over the course of the 2017-2018 program year, Santa Ana strategically used housing and community <br />development funds, including CDBG, ESG, and HOME funds, to support affordable housing; support housing <br />developments, renovate and develop community facilities; deliver timely, relevant and effective social services; <br />provide housing -related services including tenant rights counseling, homeownership workshops; deliver services <br />to prevent homelessness; provide shelter and essential social services to homeless <br />assist small businesses. Additionally, CDBG funds were used to support nonprofit_.4 <br />building.
