Consolidated Annual Performance Evaluation Report <br />October 2, 2018 <br />Page 3 <br />Other Related and Notable Accomplishments: <br />RFP for Affordable Housing: On June 19, 2018, City Council authorized the Community <br />Development Agency to release a Fiscal Year 2018 — 2019 Request for Proposals seeking <br />proposals to develop affordable rental and ownership project(s) in the City of Santa Ana with <br />funding from the HOME Program, CDBG Program, Project Based Voucher Program, Housing <br />Successor Agency Fund, and Inclusionary Housing Fund. <br />State of Housing for Santa Ana: Discussion & Solutions: On April 23 and 24, 2018, two <br />community meetings were organized by Mayor Pro Tem Martinez, one with the Apartment <br />Association and Property Owners and a second meeting with Residents and Tenants. Staff <br />attended the meetings to present on Affordable Housing and Substandard Housing Solutions as <br />well as to provide an overview of the Proactive Rental Enforcement Program (PREP). Attendees <br />of the Apartment Association and Property Owners meeting included: the Building Industry <br />75A-3 <br />Completed the Depot at Santiago, which included a City <br />investment of $3M in HOME and CDBG Program funds. This <br />activity involved the construction of 69 affordable units on a 1.34 - <br />acre infill site across from the Santa Ana Regional Transportation <br />Center. The project also includes a 3,000 square -foot community <br />room for the Wooden Floor and ground -level retail space. <br />• Completed the Orchard permanent supportive housing project <br />Housing using <br />which included an investment of $1.2M in HOME Program funds <br />CDBG and HOME <br />and 71 project -based vouchers. This project transformed a <br />Program Funds <br />blighted motel into housing with wrap-around supportive services <br />for chronically homeless individuals, many of whom came straight <br />from the Civic Center. <br />i 179 Rental Units were inspected for building code compliance; 140 <br />New Construction and Rehabilitation units were also inspected. <br />e Completed the last phase of the Habitat for Humanity scattered <br />single-family home project, including five homes sold at affordable <br />prices restricted to income qualified households. <br />• Code Enforcement staff responded to 4,857 complaints covering <br />3,437 residential properties of which 1,643 were single family <br />residences and 1,794 were multi -family residences within the <br />Code Enforcement <br />CDBG eligible deteriorating and deteriorated areas. <br />using CDBG <br />! Code Enforcement staff issued 134 Notices of Violation, 183 Notice <br />Program Funds <br />and Orders, and 5,466 Administrative Citations involving residential <br />housing.
