City of Santa Ana <br />drain Improvements capable of matching existing <br />drainage characteristics will be necessary. <br />Discharging Into Santiago Creek through a <br />proposed storm drain will only be considered if all <br />other drainage options are not feasible. <br />Once the design options have been vatted by <br />the Project Team, Tetra Tech will document all <br />applicable regulatory requirements, stakeholder <br />needs, project opportunities and constraints to be <br />used as a Basis of Design. The Basis of Design <br />will be the guide to refine the Concept Design to <br />30% level for review and approval. At this time we <br />will provide a Technical Memo documenting the <br />anticipated permits needed for the project. <br />We will perform Value Engineering, looking at <br />all project factors, including community impacts, <br />pedestrian and bicycle detours, aesthetics, <br />environmental clearances, right-of-way, permitting <br />Issues, utilitles, access and clearances, value, <br />security, safety, constructability, maintenance, <br />durability, life cycle costs, lead times, availability <br />and construction related issues. <br />The Tetra Tech Team understands fundamental <br />project issues and functions, leading to higher <br />quality value engineering recommendations early <br />in the design stage that are more useful to the <br />owner. With Tetra Tech's design leadership and <br />engagement of the Project Team in the process, <br />the community will benefit from a beautiful, safe, <br />user friendly, environmentally friendly, and low <br />maintenance connectivity enhancement <br />.PEDESTRIAN PATH FINAL DESIGN <br />Upon City Approval of the Concept Plan, our highly <br />qualified Team will commence the final design <br />to achieve 90% submittal completion level. To <br />accomplish this, we will provide monthly progress <br />prints and reports to keep the City Project Manager <br />engaged and informed. In addition, we propose <br />two (2) over -the shoulder reviews to obtain input <br />and comments from the City. In this way, the 90% <br />submittal will be complete to the City's satisfaction, <br />with minimal comments expected. <br />12 DESIGN SERVICES RFP NO.: 18-042 <br />To facilitate the PS&E development, our qualified <br />Team includes Registered Engineers who <br />are familiar with civil infrastructure and active <br />transportation Capital Improvement Projects, <br />Including ATP Grant Requirements, Caltrans <br />Highway Design Manual Chapter 1000 for Bikeway <br />Facilities, and the NACTO Design Guidelines <br />for Bikeways.
