<br />requirement, the Tetra Tech team will maintain a
<br />running cost estimate of the overall project, provide
<br />value engineering recommendations, and will
<br />coordinate work closely with Mr. Jason Fussell, the
<br />Tetra Tech Quality Assurance/Quality Control (QA/
<br />QC) Manager,
<br />100% DESIGN PS&E
<br />Upon direction from the City Project Manager,
<br />and based on the review comments on the 00%
<br />PS&E, the Community, City and other stakeholder
<br />input, we will develop the final construction plans,
<br />specifications, and estimates (PS&E).
<br />All PS&E deliverables will pass our Internal Quality
<br />Control Process, and will meet the standards and
<br />requirements of the City, SCRRA, Caltrans, and
<br />the Grant. After going through our thorough and
<br />established Quality Control process, Tetra Tech
<br />will submit 100% PS&E, along with back-up design
<br />calculations, models, and technical reports for
<br />review and approval. Each submittal will be made
<br />an time In accordance with the schedule,
<br />We will provide construction specifications for the
<br />work, and will thoroughly review the specifications
<br />against the plans to ensure their coordination.
<br />An Opinion of Costs will be provided by the
<br />professional cost estimators we maintain in-house,
<br />with a detailed breakdown of work elements, unit
<br />prices, material, equipment, and total costs, and
<br />will include references for chosen unit costs at each
<br />submittal. Our team will offer recommendations for
<br />cost savings. The drawings and calculations will
<br />be signed and sealed by the Project Manager or
<br />Engineer registered in the State of California,
<br />CONSTRUCTABILITY REVIEW
<br />Prior to the Final PS&E submittal, we will have
<br />a thorough Constructability Review performed
<br />by an Independent In-house Engineer, following
<br />our well -established Constructability Checklist
<br />of major items such as long lead Items, Buy
<br />America, and construction staging to name a few.
<br />Our construction plans will be reviewed to avoid
<br />ambiguity, discrepancies, gaps in scope, and
<br />smooth coordination between the plans for each
<br />discipline, specifications, and estimates.
<br />BiD SUPPORT
<br />The City will gain from the Tetra Tech team's
<br />extensive experience In the preparation of quality
<br />bid documents to obtain uniform bids. We strive to
<br />reduce the need for changes and addenda, and
<br />will offer recommendations on pay Items to cover
<br />all of the potential work. The City will also benefit
<br />from our support during the bid process to offer
<br />clarifications, and utilize our experience evaluating
<br />contractor bids to identify unbalanced bids or other
<br />issues.
<br />QUALITY CONTROL/QUALITY
<br />ASSURANCE
<br />At Tetra Tech, our methods and techniques for
<br />Quality Control (QC) are employed In all phases
<br />of work to ensure that the quality requirements
<br />are fulfilled for our clients. Quality Assurance (QA)
<br />Is integral to our culture and processes, and is
<br />ingrained in each task to be properly implemented,
<br />Our Quality Assurance has been responsible for
<br />driving down the lead time for Project Delivery, and
<br />reduces the overall cost of the project by minimizing
<br />quality checks, rework and agency delays.
<br />The Quality Check process is a formalized step in
<br />the delivery process that requires all documents
<br />and deliverables to go through an independent
<br />review prior to release. The goal is simple: ensure
<br />that the product meets the expectations of the
<br />client and does not require the City to review the
<br />deliverables, This goal keeps rework down and
<br />achieves two primary goats: reducing cost and time.
<br />Checklists, formal comment/response forms, and
<br />redlined QC stamped sets are integral to the Quality
<br />Check.
<br />First, the QC Manager will conduct a formal review
<br />of the deliverable highlighting all reviewed work
<br />and redlining the set, Once the review is finished
<br />and verified that all redlines have been addressed,
<br />the Project Manager will review the set to look
