City of Sonta Ana <br />including organizing and coordinating the project <br />kick-off and on -going team meetings, as well as <br />serve as the lialson with affected agencies, and <br />utility purveyors; preparation of progress reports <br />and schedule updates, securing permits for all field <br />studies and any other required permits from other <br />agencies; and, oversight so that state -level ATP <br />Grant funding requirements are regularly met and <br />providing Information for status reports. <br />Our team will be completely engaged with the <br />City throughout the duration of the Project. Project <br />progress meetings and reporting requirements will <br />generally consist of <br />Meetings - Progress Review Meetings will <br />be held at intervals deemed appropriate by <br />the City (5 anticipated throughout the project <br />and participation in a 5th meeting for the <br />preconstructlon meeting). At or before each of <br />these meetings, Tetra Tech will furnish two (2) <br />copies of all completed or partially completed, <br />plans, specifications and estimates which <br />have been developed or altered since the last <br />Progress Review Meeting, <br />I Progress Reporting - Progress Reports will <br />be regularly submitted to the City and with <br />all Invoices. Invoices will Include the State's <br />project number and City's Activity Code(s) with a <br />summary of work billed for In the current Invoice, <br />a summery of all work billed previously and as <br />compared to the remaining project budget. <br />Project Schedule - Tetra Tech will prepare the <br />project schedule in Microsoft Project format <br />utilizing the Caltrans Work Breakdown Structure <br />(WBS), The project schedule will be updated and <br />distributed at the meetings where the critical path <br />Items are Identified. The project schedule will <br />show key tasks and subtasks, <br />RECORDS & UTILITYRESEARCH <br />Tetra Tech will conduct on -site Investigations to <br />evaluate existing field conditions and research <br />all right of way and utility Information pertinent to <br />the project including utility plans, as -built plans <br />and record drawings, and right -of --way data for <br />preparation of improvement plans affecting the <br />project area, Tetra Tech will identify all existing <br />and proposed facilities within the projects limits <br />22 DESIGN SERVICES RFP NO.; 18-042 <br />and potential conflicts and coordinate proposed <br />improvements with the Project Team, If utility <br />conflicts are identified, Tetra Tech may recommend <br />potholing of utilities as an optional scope item, <br />Utility conflict plans and notices will be prepared <br />and sent to utility purveyors to coordinate and <br />resolve potential conflicts. At a minimum the <br />utility companies that will be coordinated with are <br />Southern California Edison, Southern California <br />Gas Company, AT&T, Cable Television Companies, <br />other Telecommunications entities, the County of <br />Orange and other key entities. This also includes <br />coordinating with SCRRA, CPUC, Metrolink, <br />CDFW, U5 Army Corps of Engineers, Santa Ana <br />Regional Water Quality Board, <br />Upon completion of this task, Tetra Tech will have <br />prepared an existing utility and right-of-way base <br />map for use in the Final Design, <br />SURVEY <br />As part of the Conceptual Design phase of the <br />Project, Tetra Tech will perform the required <br />topographic and property line surveys. The project <br />area includes work in both the City of Santa Ana <br />Right of Way of Lincoln Avenue and Park Lane <br />as well as the Metrolink Railroad Right of Way. <br />Additionally, a number of private properties bound <br />the project area to the west. Tetra tech will begin <br />the survey process by coordinating the access <br />needed to these different properties, Of particular <br />difficulty in coordination can be the right of entry <br />Into the Metrolink Railroad Right of Way, Tetra Tech <br />field crews have significant experience working <br />In active rail situations, Tetra Tech will coordinate <br />the necessary training and right of entry permits to <br />perform the property and topographic surveys. It Is <br />assumed that any flagging or radio coordination will <br />be provided by the City or by Metrolink. <br />The topographic survey will locate horizontally and <br />vertically the various features in the area of work <br />sufficient to prepare a design level base drawing <br />for the project. The survey will include hardscape <br />features, drainage features, railroad tracks and <br />facilities, surface evidence of utilities, trees with <br />trunk diameter and dripline, fences, walls, light and <br />
