She is associated <br />with the Terracon Colton and Orange County, California, <br />offices. Ms. Cathcart has more than 29 years of expertise in <br />the environmental industry in program and project <br />management for commercial, industrial, government and <br />transportation clients. She is versed in project and quality <br />management of hazardous building materials remedial <br />investigations (building decommissions), NPDES <br />monitoring/permitting and storm water management and <br />compliance, specification writing, indoor air quality <br />assessments, health and safety assessments, hazardous <br />materials investigations, regulatory compliance, Phase I <br />environmental site assessments and historical reviews, <br />NEPA/CEQA hazardous materials technical studies, <br />strategic and interactive planning, environmental training, <br />and environmental auditing. Perform environmental <br />consulting services in support of the efforts of the County of San Bernardino Architect and <br />Engineering Department. Prepared task order cost proposals, provided technical direction and <br />performed final document review of all deliverables for the contract including: Hazardous <br />Waste/Materials Surveys of County Buildings and land acquisitions. Services included <br />performance of asbestos and lead-based paint surveys and preparation of subsequent <br />abatement specifications, review of bid documents, and construction oversight during <br />demolition/abatement activities. Several Phase I and II ESAs were also conducted on County <br />land and buildings, in support of due diligence efforts. <br />HAZARDOUS MATERIALS INVESTIGATIONS I NAVFAC SOUTHWEST, VARIOUS BASES, <br />CA <br />Managed and performed asbestos, lead, and hazardous materials investigations for building <br />renovation and design purposes of facilities at various Navy bases in California, including Camp <br />Pendleton, NAB Palmdale and NB Ventura, Port Hueneme. Surveys were conducted under the <br />direction of Navy personnel and the partnered A&E firms.
