REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 16, 2018 <br />TITLE: <br />APPROVE INTERAGENCY AGREEMENT <br />WITH ORANGE COUNTY FIRE AUTHORITY <br />TO PROVIDE FLEET MAINTENANCE AND <br />REPAIR SERVICES <br />{STRATEGIC PLAN NO. 6,2) <br />CIT AGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 s Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an Inter -agency agreement with the <br />Orange County Fire Authority to provide fleet maintenance and repair services in an amount not to <br />exceed $50,000 in revenue, for an initial six-month term beginning November 1, 2018 through April <br />30, 2019, with a provision for a six-month extension exercisable by the City Manager, subject to <br />non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In February 2012, City Council approved an agreement with the Orange County Fire Authority <br />(OCFA) for fire and emergency medical services. As part of the agreement OCFA assumed <br />responsibility for maintenance, repair and replacement of all previously owned City Fire <br />Department vehicles. Prior to the City's agreement with OCFA, Finance and Management <br />Services Agency Fleet Division (Fleet) was responsible in maintaining the City's Fire Department <br />vehicles. <br />Recently, OCFA approached the Fleet Division to identify maintenance and repair services the <br />City of Santa Ana could provide to assist OCFA in adequately maintaining vehicles that are <br />assigned to Santa Ana. Additionally, OCFA has requested the Fleet Division to determine if the <br />opportunity exists to potentially service other non -Santa Ana Fire Department vehicles. <br />Prior to meeting with OCFA, City staff analyzed its existing resources and determined it currently <br />maintains sufficient staff to provide maintenance and repair services for OCFA. Implementation <br />of this agreement will not affect the Division's primary duties of providing high quality services to <br />the existing City departments. Furthermore, Fleet Services staff has prior experience working on <br />fire apparatus. In addition, the Corporate Yard Fleet building is designed to service large fire <br />vehicles. As a result, the Fleet division will be able to service OCFA without hiring additional staff <br />or require any additional funding for facility upgrades. <br />2513-1 <br />
