[RO'ttoounlbt.. - TTM <br />ExhlbltA <br />Scope of Services <br />The following scope of work has been prepared in accordance with our approach and understanding of the <br />project and CEOA, and assumes that an EIR Addendum to the programmatic Transit Zoning Code EIR <br />(Addendum) would be the appropriate CEQ4 document. <br />Proposed Project <br />The Proposed Project is located at 201 West 3rd Street, at the northeast corner of Broadway and 3rd Street <br />in Downtown Santa Ana. Caribou Industries proposes to replace the existing City -owned, 3 -level parking <br />garage with a mixed-use development containing a 75 -room boutique hotel, 164 housing units, 15,320 <br />square feet of commercial space (including retail and food/beverage establishments), and rooftop <br />amenities ancillary to residential and hotel uses. <br />The development would be comprised of two buildings: a 15 -story, 182 -foot -tall residential and <br />commercial building and a 10 -story, 127.5 -foot -tall hotel building. The buildings would be separated by an <br />extension of Sycamore Street from the north edge of the project site to West 3rd Street. The Proposed <br />Project would provide 403 total structured parking spaces, including 211 public parking spaces. <br />Consistent with statewide mandates (see AB 32, SB 375, SB 743) and SCAG's 2016-2040 RTP/SCS to place <br />increased density near major transportation and employment centers, the Proposed Project would <br />introduce a diverse mix land uses; place residents in the immediate vicinity of County and City <br />governmental offices, shops, restaurants, bars, local art scenes, parks; and would be within walking <br />distance to several major public transit opportunities. Bus routes serving the project area include OCTA <br />routes 19, 51, 53, 55, 64, 83, 84, 145, 206, 462 and 757. These routes provide connections to several areas <br />countywide. In addition, the project site is about one mile from the Santa Ana Regional Transportation <br />Station, which is served by regional trains including Amtrak and Metrolink, and bus lines such as Greyhound <br />and several OCTA bus routes. The Proposed Project would be within walking distance of the planned OC <br />Streetcar, expected to be in operation in 2020. <br />The Proposed Project is within a transit priority area (TPA) as defined by Public Resources Code (PRC) <br />Section 21099(a)(7). A TPA is an area within one-half mile of a major transit stop that is existing (or planned <br />under certain conditions). A major transit stop includes the intersection of two or more major bus routes <br />with a frequency of service interval of 15 minutes or less during the morning and afternoon peak commute <br />periods (PRC § 21064.3). The Project site is within 0.15 miles of the intersection of Bus Routes 53/53X <br />(north -south along Main Street), 55, and 64/64X (east -west via 1st Street). Under SB 743, aesthetic and <br />parking impacts cannot be considered a significant impact within TPAs. <br />Task 1: Project Management and Administration <br />PlaceWorks' project manager will coordinate closely with the applicant to ensure that the EIR Addendum <br />and associated technical documents delivered to the City are legally defensible, accurate, and useful to <br />decision makers considering the approval of the project. The project manager will also coordinate with the <br />City throughout the process not only to streamline the CECIA process, but to avoid or anticipate any <br />changes that could result in delays. <br />The project manager will be the key contact for the applicant and will be responsible for managing (1) task <br />scheduling and assignment, management of resources, monitoring of costs, and schedule adherence; (2) <br />consultation and coordination with local and state agencies relative to the environmental document and <br />the environmental review process; (3) coordination and communications with City staff to ensure that City <br />3 MacArthur Place, Suite 1100 1 Santa Ana, California 92707 1 714.966.9220 1 PlaceWorks.com <br />2501-15 <br />
