The goal of an ASTM Phase I is to assess whether "recognized environmental conditions' (REC), historical <br />RECs (HREC), and controlled RECs (CREC) are associated with the subject site. Our conclusions are intended <br />to help the user evaluate the "business environmental risk' associated with the subject site. The Phase I <br />will evaluate site history, existing observable conditions, current site use, and current and former uses of <br />surrounding properties to identify the potential presence of "Recognized Environmental Conditions (RECs)" <br />associated with the site. Recognized Environmental Conditions are defined in ASTM E 1527-13 as the <br />presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) <br />due to any release to the environment; (2) under conditions indicative of a release to the environment; or <br />(3) under conditions that pose a material threat of a future release to the environment" <br />Records Review <br />PlaceWorks will assemble and review readily available information on site history and usage as it relates to <br />the presence of hazardous substances and petroleum products that would constitute RECs on the site. The <br />ASTM standard lists mandatory and discretionary records for review. <br />We will review information from the mandatory databases within the ASTM -specified search radii. The <br />mandatory databases include: NPL, CERCLIS, CERCLIS NFRAP, ERNS, RCRA non-CORRACiS TSD, RCRA <br />CORRACTS TSD, RCRA Generators, State Hazardous Waste Sites, State Landfills and Solid Waste Disposal <br />Sites, Registered Underground Storage Tanks (USTs), and Leaking USTs. We intend to use an electronic <br />database service to provide a report summarizing information from the required records, and will rely on <br />the database service to conform to ASTM requirements for currency of the information. Should the <br />database search report identify listed sites with the potential to impact the subject site, PlaceWorks may <br />review the federal or state files pertaining to the listed sites, as reasonably ascertainable and practically <br />reviewable. The budget presented below includes costs for review of files by one agency. <br />Based on a preliminary records search, PlaceWorks has found that the project site had leaking underground <br />gasoline storage tank that received regulatory agency closure following monitoring and remediation. <br />PlaceWorks will review readily available reports on the assessment of the former underground storage <br />tank. <br />A 7.5 -minute US Geological Survey topographic map will be used to evaluate the physical setting in the site <br />area and will be supplemented by discretionary review of readily available information concerning surface <br />topography, surface water, soil, bedrock, and groundwater conditions on and in the vicinity of the project <br />site. <br />Historical and current aerial photographs of the properties and surrounding area will be compiled through <br />a photograph collection search. These photographs will be reviewed by PlaceWorks for the following <br />information: past land uses, development of the site and surrounding area, potential sources of <br />environmental contamination or evidence of spills, and other items of environmental concern. <br />Site Reconnaissance and Interviews <br />PlaceWorks will visit the site and view interior and exterior conditions to assess the nature and type of <br />activities that have been conducted at the site with respect to potential RECs. PlaceWorks will observe and <br />document visible evidence of current and past usage of the property, particularly related to potential filling, <br />previous structures, sewage disposal systems, hazardous substances, petroleum products, storage tanks, <br />and evidence of spills or releases of hazardous substances or petroleum products. For budgeting purposes, <br />we have assumed that all areas of the site will be made accessible and will be seen in one site visit. <br />Our observations and conclusions related to the site reconnaissance may be limited by prevailing weather <br />conditions or other site conditions at the time of our site visit.
