Adopt City of Santa Ana Green Policy and <br />Provide Direction on Additional/Optional Components of Solid <br />Waste Services Request for Proposal <br />October 16, 2018 <br />Page 3 <br />2. Organics waste collection and recycling from commercial generators that currently meet <br />the thresholds of AB 1826, and in January 1, 2022 from all generators of organics. <br />3. Food donation/rescue — Hauler to provide information and/or coordinate with food rescue <br />organizations. <br />4. AB 341 compliant commercial and multi -family recycling which may include a source - <br />separated program, and/or processing of mixed commercial/multi-family for customers <br />that do not participate in the source -separated recycling program. <br />C. Suite of Additional/Optional Environmental Programs to Be Considered in the New <br />Solid Waste Agreement, if Financially Feasible <br />1. Household hazardous waste — Hauler to provide an annual drop-off event at no <br />additional charge. <br />2. Medication disposal program — Selected hauler will be required to promote local <br />medication take -back programs. <br />3. Document shredding events — Provide one time per year. <br />4. Compost give-away events — Provide one time per year. <br />5. Multi -family bulky item collection. <br />6. Enhanced cleanup of abandoned items in alleys. <br />7. Provide solid waste containers for encampment cleanups. <br />8. Recycling block party — Recognize a residential neighborhood that consistently puts out <br />their recycling containers (set out) and has minimal contamination of recyclable materials <br />by hosting a block party. <br />9. Environmental ambassador program — Recognize businesses and restaurants that have <br />implemented source -reduction, reuse, recycling, and other environmental programs at <br />City Council meetings and coordinate presentations with Chamber of Commerce and/or <br />other community meetings. <br />Construction and Demolition Collection Services <br />The City currently has separate, exclusive agreements for collection and handling of construction <br />and demolition debris generated in the City of Santa Ana, and a Host Fee Agreement to accept <br />construction and demolition debris generated in the City of Santa Ana. These agreements are <br />set to expire on June 30, 2020, as is the solid waste services agreement. <br />Staff recommends including Construction and Demolition Collection Services with the RFP for <br />SWS. Though there has been a preference for separate C&D Collection Services agreements in <br />the past, there are advantages to including C&D in the SWS Agreement, such as clearly defining <br />a single C&D collection services provider, while still allowing self -haul by generators and <br />contractors; eliminating contract infringement; and streamlining and simplifying contract <br />administration and state reporting. <br />65A-3 <br />
