Adopt City of Santa Ana Green Policy and <br />Provide Direction on Additional/Optional Components of Solid <br />Waste Services Request for Proposal <br />October 16, 2018 <br />Page 2 <br />neighborhoods, including the Santa Ana Communication Linkage Forum (Com -Link), the <br />Chamber of Commerce, and through online surveys in English, Spanish, and Vietnamese <br />(Exhibit 1). Staff surveyed 34 Orange County Jurisdictions and the proposal is in line with <br />regional trends. Through this work, the City of Santa Ana Green Policy (Green Policy) has been <br />developed (Exhibit 2). The core goals of the Green Policy are to maintain compliance with State <br />mandates, maintain low rates for residents and businesses, and implement additional preen <br />programs as financially feasible. Additionally, the feedback from City Council will be included in <br />the Request for Proposals for SWS that will be presented for Council approval in March 2019. <br />Green Policy Adoption <br />The City of Santa Ana has a long history of implementing environmentally focused programs <br />without an established green policy. At Council's request, a green policy has been developed <br />that captures the vision of future environmental efforts in the City of Santa Ana. The adopted <br />Green Policy will be used as the basis for refining the SWS RFP Scope and implementing future <br />solid waste environmental programs. <br />Staff recommends adopting the Green Policy, as drafted, to maintain the City's compliance with <br />state mandates, maintain low/reasonable rates for residents and businesses, and implement <br />additional green programs as financially feasible. Green policy components include the following: <br />A. Existing Programs That Will Be Included In the New Solid Waste Agreement <br />The programs listed below have historically been provided by the City and/or the solid waste <br />hauler, and will be included in the new SWS RFP Scope. <br />1. City operations solid waste and recycling collection. <br />2. Solid waste and recycling collection at City -sponsored events. <br />3. Neighborhood cleanups. <br />4. Parkway cleanups after garage sale weekends. <br />5. Alley cleanup — to be increased from two times per month to four times per month. <br />6. Single-family residents are provided refuse, recycling and green waste service. <br />7. Businesses and multi -family complexes are offered recycling service. <br />8. Holiday greenery is collected from residential properties and diverted from landfilling. <br />9. Sharps Safe Disposal Program. <br />10. Door -to -Door Universal Waste Collection — Collection of universal waste offered to <br />residents at no additional charge. Universal waste includes fluorescent tubes, light bulbs, <br />batteries, mercury containing devices, televisions and other electronic equipment, and <br />other universal waste as defined by CalRecycle. <br />B. Environmental Programs Required By State Regulations Will Be Included In the New <br />Solid Waste Agreement <br />1. Residential food waste program — SB 1383 requires jurisdictions to offer an organics <br />recycling program, including food waste, to all generators by January 1, 2022. <br />65A-2 <br />
