accomplish the above through volunteers; however, qualified employees <br />maybe directed to be on standby if the number of volunteers is insufficient. <br />In addition to the $200 per week standby pay, if an employee is able to <br />handle the incident by phone or other electronic means without reporting <br />to duty, he shall be entitled to overtime pay at the rate of 15 minutes or <br />actual time spent per incident whichever is greater, paid at time and one- <br />half (11h) per incident, <br />5.5 TernpOrary Upgrade Assignment Pay In order tro provide an equitable method of <br />compensating employees who are assigned temporarily to a vacant, full-time, <br />budgeted, higher-level position the following shall apply: <br />A. General Guidelines. <br />1. Temporary Upgrade Assignments shall be limited to the temporary filling <br />of vacant, full-time, budgeted positions due to the termination, promotion <br />or authorized long-term absence of the incumbent. A temporarily vacant <br />position need not be a position without an incumbent. <br />2. Each such assignment may be terminated at any time, but in no event shall <br />such assignment continue beyond one hundred eighty (180) days of such <br />assignment. <br />3. Prior to recommending to the City Manager that a pay differential for a <br />Temporary Upgrade ,Assignment be granted, the Executive Director shall <br />make the following determinations: <br />a. The duties and responsibilities of the position to be filled are of such <br />nature that they cannot remain unassigned pending the return to duty <br />of the absent hlcumbent or preparation of an eligible list whichever is <br />applicable. <br />b. It is not practical to assign the duties of the vacant position to any other <br />emplgyee or employees in the same or higher classification. <br />4. The City Manager or his designee must give written approval of all <br />Temporary Upgrade Assignments involving an increase in pay for the <br />appointee. <br />14 <br />
