ARTICLE XVIII <br />18,0 UNION RIGHTS <br />18.1 Release Time for Union Representatives. The Union shall have the right to <br />appoint/elect a reasonable number of representatives who are recognized by the <br />City as officers or worksite Leaders/stewards, <br />A. One worksite leaders/stewards shall be recognized by the City for the Part <br />Time Civil Service category of employment. <br />B. The City's Executive Director of Personnel Services shall be provided with a <br />list of names and classification titles of the Union's officers as set forth in the <br />Santa Ana City Employees, Chapter 1939/Service Employees International <br />Union, Local 721 Bylaws, as well as the names and classification titles of all <br />worksite leaders/stewards and other Union representatives. The Union agrees <br />to inform the City in writing of any changes in said list within ten (10) calendar <br />days. <br />C. During the term of this MOU, the City agrees to grant a reasonable amount of <br />City time, without loss of pay or benefits, to enable the officers and worksite <br />leaders/stewards to assist other bargaining unit employees in processing <br />grievances under the Grievance Review Procedure. <br />Officers and worksite leaders/stewards shall make advance arrangement with <br />their supervisors prior to absenting themselves for such purpose. <br />The officers and worksite leaders/stewards shall be required by the City to <br />record and report to their supervisors the work time spent in assisting other <br />bargaining unit employees pursuant to this provision of the MOU. <br />Any unauthorized or unapproved time used by worksite leaders/steward, <br />officers to investigate, discuss, process or meet in conjunction with pursuing a <br />grievance or complaint shall be charged to that employee's vacation or comp <br />time leave bank. <br />The Union shall limit the number of officers or worksiteleaders who <br />participate in the investigation or appear at hearings on City time to one <br />representative and a Board member. <br />41 <br />
