ARTICLE IV <br />4.0 SALARIES <br />4.1 Basic Compensation Plan. There is hereby established a basic compensation plan <br />for all Part Time Civil Service personnel who are now employed or will in the <br />future be employed in any of the designated classifications of employment <br />represented by the Union as listed in this Agreement and its attachments, <br />4.2 Salary Schedule. The basic salary schedule will provide numerous salary rate <br />ranges, each comprised of six (6) steps or rates of pay. <br />The respective rate ranges are identified by a three digit number. The steps within <br />each range are identified by the letters "AA" through "E" inclusive, with Step <br />"AA" being the lowest step in the range. For Part Time Civil Service employes, <br />the purpose of each step and length of service required for advancement to the <br />next step within a particular salary rate range is summarized as follows: <br />AA Step — Normal beginning pay rate. <br />A Step — After 1040 hours in next lower step. Also optional hiring rate. <br />B Step — After 2080 hours in next lower step. Also optional hiring rate. <br />C Step — After 2080 hours in next lower step. Also optional hiring rate. <br />D Step — After 2080 hours in next lower step. Is maximum hiring rate, <br />E Step — Merit rate. After 3120 hours in next lower step. <br />Specific regulations governing advancement within salary rate ranges for Part <br />Time Civil Service employees are set forth in Section 4.8 of this Agreement. <br />4.3 Salaries. <br />Effective September 1, 2017 the base salary of all employees covered by this MOU <br />shall be increased by 2.25%. <br />Employees whose classifications are deemed to be below the market average based <br />on the 2017 compensation study prepared by the consultant firm, shall receive up <br />to 3% base salary increase effective September 1, 2017, above the 2.25% base salary <br />increase mentioned above. Such increase shall not exceed the amount necessary <br />to bring the classifications compensation to the market average. <br />A. During the term of this MOU, should any other employee bargaining unit of <br />the City receive any base salary rate increase that exceeds those set forth in <br />
