Authorize the City Manager or designee as the approved signatory for the Homeless <br />Emergency Aid Program (HEAP), as required by the terms and conditions of the State of <br />California Homeless Coordinating and Financing Council Business, Consumer Services, and <br />Housing Agency Standard Agreement to receive one-time grant funds in the amount of <br />$3,690,885.84. <br />DISCUSSION <br />On September 28th, 2018 City Staff submitted official application to the State of California in order <br />to receive the $3,690,885.84 million from the Homeless Emergency Aid Program (HEAP) as <br />allocated to Santa Ana as one of the Big 11 Cities combating homelessness. HEAP is authorized <br />by Senate Bill 850, which was signed into law by Governor Brown in June 2018, intended to provide <br />one-time funding to Continuum of Care (CoCs) and Large Cities with populations over 330,000 for <br />immediate emergency assistance to people experiencing homelessness. In order to retrieve the <br />funds and due to the overwhelming homeless population in the City and the County, the City of <br />Santa Ana adopted a Shelter Crisis Resolution on August 21 st, 2018. <br />On September 4th, 2018, the City entered into a Memorandum of Understanding (MOU) with the <br />County and committed the use of $3.5 million in HEAP funds for the acquisition and tenant <br />improvements of the Courtyard replacement site. Approval of this item will further the City's efforts <br />in addressing homelessness and mitigate the negative impacts the City is experiencing. The HEAP <br />20A-1 <br />
