REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 20, 2018 <br />TITLE: <br />CONTRACT AWARD TO ZEBRON <br />CONTRACTING, INC., FOR REHABILITATION <br />AND LINING OF SEWER AND WATER <br />STRUCTURES (NON -GENERAL FUND) <br />(SPECIFICATION NO. 18-081) <br />(STRATEGIC PLAN NO. 6, 1C) <br />r -- <br />r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize a contract to Zebron Contracting, Inc., for rehabilitation and lining of sewer and water <br />structures for a 15 -month period expiring February 28, 2020, with provisions for three, one-year <br />renewals exercisable by the City Manager, in an annual amount not to exceed $115,000, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Water Resources Division performs ongoing assessments of the condition <br />of the City's sewer manholes, water vaults and related facilities. Through these routine assessments, <br />staff identifies manholes, vaults, and facilities in need of rehabilitation that can be completed using a <br />process of minor repairs, seals, and application of a polyurethane -type coating. Approval of the <br />recommended action will provide for repair of sewer- and water -related structures and extend their life <br />at a fraction of the cost of replacement. <br />The Notice Inviting Bids was advertised on September 24, 2018, on the City's online bid management <br />and publication system. A summary of the bid invitation and bids received is as follows: <br />456 Vendors were notified <br />6 Santa Ana vendors were notified <br />23 Vendors downloaded the bid packet <br />3 Bids received <br />0 Bids received from Santa Ana vendor <br />Three bids were received and opened on October 18, 2018, and evaluated.
