REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 20, 2018 <br />TITLE: <br />CONTRACT AWARD TO ALL AMERICAN <br />ASPHALT FOR ASPHALT POTHOLE <br />REPAIR (SPECIFICATION NO. 18-092) <br />(STRATEGIC PLAN NO. 6, 1C} <br />V t <br />CITY M AGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />r_1»:190:01: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to All American Asphalt for asphalt pothole repair for a one-year period, with <br />provisions for four, one-year renewals exercisable by the City Manager, in an annual amount not to <br />exceed $550,000, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The Public Works Maintenance Services Division is responsible for maintaining approximately 400 <br />miles of roadway within the City of Santa Ana. Services provided under the asphalt pothole repair <br />contract include the repair of potholes and the repair of damaged pavement areas not exceeding <br />100 square feet in areas with asphalt overlay. The contract will also provide for sidewalk asphalt <br />ramping to reduce risks to pedestrians. <br />The Notice Inviting Bids was advertised on September 13, 2018, on the City s online bid <br />management and publication system. A summary of the bid invitation and bids received is as <br />follows: <br />309 Vendors were notified <br />5 Santa Ana vendors were notified <br />25 Vendors downloaded the bid packet <br />5 Bids received <br />2 Bids received from Santa Ana vendors <br />Bids were opened on October 11, 2018, and evaluated (Exhibit 1). The bid received from All <br />American Asphalt is responsive to the specifications, meets the City's requirements, and complies <br />with prevailing wage requirements. The annual amount is based on staffs projection for next <br />contract year. <br />22F-1 <br />
