REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 20, 2018 <br />TITLE: <br />APPROVE AGREEMENTS WITH NINYO <br />& MOORE, RMA GROUP, AND SCST <br />FOR ON-CALL GEOTECHNICAL <br />ENGINEERING SERVICES <br />(NON -GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1G} <br />CITYVAANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute agreements with each of the <br />firms listed below, to provide on-call geotechnical engineering services for general engineering <br />projects for a three-year term expiring November 19, 2021, with the option of one two-year <br />extension exercisable by the City Manager and the City Attorney, for a total aggregate amount, <br />for the three contracts combined, of not to exceed $600,000 for the term of the contract, including <br />the optional extension, subject to nonsubstantive changes approved by the City Manager and the <br />City Attorney: <br />• Ninyo & Moore Geotechnical & Environmental Sciences Consultants (Ninyo & Moore) <br />• RMA Group, Inc. (RMA Group) <br />• SCST, Inc. (SCST) <br />In order to provide the best services to the city, staff will endeavor to distribute work equally <br />among the three consultants, but reserves the right to assign more work to one consultant over <br />another based on type of work, availability of staff, schedule limitations and performance, among <br />other factors. <br />DISCUSSION <br />The City's Public Works Agency is responsible for delivering a Capital Improvement Program <br />(CIP) valued at over $40 million per year for the next several years. Engineering consultants are <br />needed to augment staff with specialty geotechnical services for timely delivery of the CIP, <br />including street, infrastructure, parks, and facilities projects which invariably require some level of <br />geotechnical work. These services may be effectively provided by on-call geotechnical <br />engineering services. <br />2513-1 <br />
