Agreements for Geotechnical Engineering Services <br />November 20, 2018 <br />Page 2 <br />On June 14, 2018, the City issued a Request for Proposals (RFP) (Exhibit 1) for On-call <br />Geotechnical Engineering Services. The RFP was posted on the City's online e -procurement <br />portal, PlanetBids, and a total of 22 proposals were received. A five -member evaluation panel <br />comprised of Public Works Agency staff reviewed and ranked all of the proposals. Three <br />proposals were deemed nonresponsive and the remaining 19 qualifying submittals were ranked <br />based on experience, qualifications, project understanding, as well as the overall proposed <br />services. These proposals were ranked and are on file. <br />Based on the proposal evaluations and ranking, staff recommends that the top 3 firms — Ninyo & <br />Moore, RMA Group, and SCST — be retained to provide on-call geotechnical engineering <br />services (Exhibits 2, 3, and 4). <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with this action. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />FISCAL IMPACT <br />There is no fiscal impact at this time. Prior to utilizing any of these on-call services, Public Works <br />staff must receive Finance & Management Services Agency approval of funding and accounts to <br />ensure that funds are available under the authorization and aggregate limit of these agreements. <br />Upon successful completion of this fiscal review, a corresponding Notice to Proceed containing <br />specific scope and maximum expenditure for the task order will be issued to a firm. Funding for <br />these services is available in prior year and the current FY 2018-19 approved CIP budgets, and <br />will be budgeted in future CIPS. <br />25B-2 <br />
