Utilities and Service Systems. A Potable Water and Sanitary Sewer analysis will be conducted by Fuscoe Engineering <br />(see task 1.6), and findings will be integrated into the EIR section. Service letter questionnaires will also be sent to <br />the City's water, wastewater, solid waste, natural gas, and electricity providers for existing and future capacities to <br />determine whether buildout of the General Plan Update could be accommodated. PlaceWorks will incorporate the <br />findings into this section of the EIR. <br />As required by CEOA, PlaceWorks will also address potential Energy impacts pursuant to Appendix F. Energy will be <br />addressed in a separate section, "Other CEOA Considerations." <br />Consideration of Significant Effects. As required by CEQA, the EIR will identify the significant effects of the project and <br />include the following discussions, as required by CEQA Guidelines Section 15126.2: <br />• Effects Found Not to Be Significant <br />• Significant Unavoidable Impacts <br />• Significant Irreversible Changes <br />• Growth -Inducing Impacts <br />Alternatives to the Proposed Project. EIR project alternatives are particularly helpful to decision makers for projects <br />that include general plan updates. Our scope is based on the evaluation of up to three alternatives, including the No <br />Project Alternative. In compliance with CEQA, the EIR is required to address a reasonable range of alternative that are <br />defined and analyzed on the basis of their ability to: 1) avoid or reduce one or more of the project's significant impacts, <br />and 2) feasibly attain most of the basic objectives of the project. <br />Ourteam's expertise in design and planning provides a unique opportunity to create alternatives that address potential <br />environmental issues, including air quality, traffic, noise, and land use compatibility issues. We will coordinate with the <br />City and project team members to craft meaningful alternatives with the potential to reduce or eliminate significant <br />impacts (if any). Likely land use alternatives may be based on previous alternatives considered by the GPAG or based <br />on comments during the scoping process. <br />Alternatives considered but eliminated from further consideration will also be documented. The environmentally <br />superior alternative will be identified; if it is the No Project Alternative, then one of the other alternatives will be <br />identified as environmentally superior to the others. <br />The Screencheck Administrative Draft EIR will be submitted to the City for review. <br />Deliverable(s): <br />— 5 hard copies and electronic copies of the screencheck administrative Draft EIR in Microsoft Word and PDF. <br />The PDF will be indexed and searchable. <br />2.5 Prepare Second Screencheck Draft EIR <br />After City staff approves the revisions made to the screencheck administrative Draft EIR under Task 2.4, PlaceWorks will <br />prepare the administrative Draft EIR forfinal City review. <br />Deliveroble(s). <br />— 5 hard copies and electronic copies of the screencheck administrative Draft EIR in Microsoft Word and PDF. <br />The PDF will be indexed and searchable. <br />October 17, 2018 <br />25F-28 <br />Page 17 <br />
