REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />4, 2018 <br />TITLE: <br />RECEIVE AND FILE THE <br />IMPLEMENTATION OF A SIX-MONTH <br />PILOT PROGRAM PERMITTING FOOD <br />TRUCK VENDING ON PRIVATE AND <br />PUBLIC PROPERTIES <br />{STRATEGIC PLAN NO 5,41 <br />P <br />CIT MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the implementation of a six-month Pilot Program permitting food truck vending <br />on private and public properties. <br />DISCUSSION <br />Food Vending Vehicles benefit our community by providing services to those who live and work <br />in areas where food may not be readily available. In addition, they also offer an entrepreneurial <br />opportunity to open a small business and provide unique foods that may not be available at brick - <br />and -mortar restaurants. <br />During the November 26, 2018, Economic Development, Infrastructure, Budget & Technology <br />Committee meeting, the City Council sub -committee provided input to the City Manager to <br />develop a six-month Pilot Program that would create a permit process to establish Food Truck <br />Islands/Pods and allow food trucks and Pop -Up temporary food businesses to be able to operate <br />on private property and create public property options for extended time -periods. <br />Currently, the Santa Ana Municipal Code (SAMC) allows food vending businesses to be able to <br />vend on private property once they have obtained a Land Use Certificate (LUC) and/or Special <br />Event permit. Under current zoning restrictions, the activity is limited to six (6) days in a one-year <br />period. The existing regulations while limiting in scope, offers the opportunity for the use of city - <br />established procedural processes as the template for the City to institute a six-month Pilot <br />Program that would allow temporarily permit Food Truck Vending Islands on city -owned and <br />private properties as well as Pop -Up temporary food businesses under a pilot program. <br />The introduction of this six-month Pilot Program will allow the City to identify impacts and <br />unintended effects and evaluate best practices to minimize potential impacts to brick and mortar <br />businesses and surrounding neighborhoods, while encouraging entrepreneurial enterprises. <br />19F-1 <br />
