Establishment of Mobile Food Vending Business 6 -Month Pilot Program <br />December 4, 2018 <br />Page 2 <br />Program <br />The Pilot Program would allow the Planning and Building Agency Executive Director to extend to <br />time -period to the existing permitting process during the six-month pilot program and impose <br />conditions on the permit relating to public health, safety, and welfare. Notwithstanding the <br />requirements already outlined in the Municipal Code regarding LUC's, the conditions to extend <br />the time -period for food vending vehicles and Pop -Up businesses may include, but are not limited <br />to: <br />• the number of food vending businesses on a site <br />• City business license requirement <br />• regulations on the time of operations <br />• request of a parking study <br />• security measures <br />• sanitation and general maintenance <br />• access to restrooms and outdoor furniture <br />• proximity to similar brick & mortar uses <br />• noise mitigation and lighting <br />Key language would also allow the City during this trial -period to deny and/or revoke the LUC <br />based on the operation of a food vending business on the subject property likely to cause a <br />public safety problem, create a public nuisance, or would otherwise be contrary to the public <br />interest. <br />City Staff has identified the following City -owned properties for the use and implementation of this <br />six-month Pilot Program: <br />1. Prentice Park (SAZOO) <br />2. Santa Ana Regional Transit Center (SARTC) <br />3. Main/Pine Public Parking Lot <br />4. Civic Center Area (Plaza of the Sun) <br />5. Cesar Chavez Park <br />In addition, City Staff is working with the Hot Food Truck Vendors Association to select up to six <br />(6) private property locations for the Pilot Program. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 — Community Health, Livability, <br />Engagement and Sustainability; Objective #4 (Support neighborhood vitality and livability). <br />19F-2 <br />
