FOR COMPUTER WATER MODELING <br />LICENSING AND SUPPORT SERVICES <br />(NON -GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1C) <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Sedaru, Inc., <br />to provide computer water modeling licensing and support services, for a three-year period <br />expiring December 3, 2021, with provisions for one two-year renewal option exercisable by the <br />City Manager and City Attorney, in an amount not to exceed $150,000 annually for a total <br />agreement amount not to exceed $750,000, including renewal option, subject to nonsubstantive <br />changes approved by the City Manager and City Attorney. <br />The City's water enterprise provides high quality, safe drinking water to all of Santa Ana's <br />residents and businesses via a network of wells, pumps, reservoirs and 450 miles of pipelines. In <br />order to assure overall water system reliability and better evaluate current and future system <br />hydraulic operations and needs, industry best practices are to create and maintain a water <br />system hydraulic computer model. In 2014, the City Council authorized the creation of such a <br />model and awarded a contract to Sedaru, Inc. (formerly IDModeling, Inc.), at the conclusion of an <br />open competitive bid process. One of the primary benefits of the water model solution offered by <br />Sedaru is the SEDARU® web portal which allows for the water model to be controlled remotely <br />and reduces the amount of staff time and training necessary to maintain and effectively utilize the <br />computer model. Additionally, the SEDARU web portal allows staff to perform capital planning <br />and monitor system performance live. <br />Approval of this recommended action will allow for the continued use of the SEDARU software <br />and support services for the evaluation and analysis of the City's water system for reliability, <br />system hydraulic operations, and future development -driven needs. An important industry best <br />practice is to sustain, support and improve a water system hydraulic computer model that applies <br />flexible technology to assist in the optimization of daily operations and to identify hydraulically <br />deficient areas where the water system and residents would benefit from future capital <br />25C-1 <br />
