The purpose of the Economic Prosperity Element is to ensure Santa Ana's local economy, and <br />its role in the broader regional economy, expands, maintains, and enhances job opportunities, <br />attracts and retains a balance of business types, provides sufficient revenue for public <br />services, and contributes to the overall quality of life experienced by the City's residents. <br />The Economic Prosperity Element is an optional General Plan element. Section 65303 of the <br />California Government Code enables a county or city to adopt "any other elements or address <br />any other subjects, which, in the judgment of the legislative body, relate to the physical <br />development of the county or city." An optional element must be consistent with the seven <br />mandatory elements and, once adopted, carries the same legal weight as any of the <br />mandatory elements. <br />Community Considerations <br />Through the community engagement process for this General Plan, participants identified <br />numerous economic prosperity related considerations and values that they believe should form <br />the basis of and be addressed by this element. Specifically, participants highlighted the <br />following topics, areas of concern, and community strengths that are addressed by this <br />Element: <br />• Skilled workforce <br />• Developing local talent <br />• Broad economic goals <br />• Business friendly environment <br />• Living wage jobs <br />• Successful businesses are important <br />• Downtown Investment <br />• Citywide Investment <br />• Highlight unique attractive qualities <br />• Employment opportunities for youth <br />• Supporting small businesses <br />• Creating attractive environment for businesses <br />General Plan Policy Framework 65A-23 17 <br />
