The Public Services Element aims to provide Santa Ana's diverse population with quality <br />services and infrastructure for the existing and future population of the City. With growth <br />comes the necessity to fulfill community needs and to ensure proper management of those <br />needs. Therefore, it is important that public facilities and services are equitably distributed and <br />maintained at sustainable levels throughout the community. <br />The Public Services Element is an optional General Plan element. Section 65303 of the <br />California Government Code enables a county or city to adopt "any other elements or address <br />any other subjects, which, in the judgment of the legislative body, relate to the physical <br />development of the county or city." An optional element must be consistent with the seven <br />mandatory elements and, once adopted, carries the same legal weight as any of the <br />mandatory elements. <br />Community Considerations <br />Through the community engagement process for this General Plan, participants identified <br />numerous public services considerations and values that they believe should form the basis of <br />and be addressed by this element. Specifically, participants highlighted the following topics, <br />areas of concern, and community strengths that are addressed by this Element: <br />• Gang activity <br />• Community oriented policing <br />• Homelessness <br />• Traffic control and safety <br />• More public events <br />• Senior services needed <br />• Need better maintained facilities <br />• Aging infrastructure <br />• Crime affects City image <br />• Restoring trust in Police Department <br />• Clean drinking water <br />• Efficient use of resources <br />General Plan Policy Framework 65A-45 39 <br />
