STATEMENT OF QUALIFICATIONS
<br />YONAS KEFFELEW 0 PRINCIPAL -IN -CHARGE
<br />Mr. Yonas I(effelew contributes more than 16 years of experience in the Testing and
<br />Inspection industrywith a wide range of project experience. Yonas' primary responsibly
<br />issupervising inspection personnel, coordinating special inspection services, adherence
<br />to safety, contract management and ensuring client satisfaction. To maintain this level
<br />of service, he keeps in close communication with the entire project team.
<br />Yonas excels at providing organizational technical support and review of project
<br />correspondence and field reports for compliance with project plans and specifications
<br />such as the Standard Specifications for Public Works Construction (SSPWC), Caltrans,
<br />California Building Code (CBC / Title 24), and the Uniform Building Code (UBC). Yonas
<br />has extensive project experience with the construction of VISE retaining walls, soil
<br />nail walls, conventional reinforced concrete retaining walls and masonry sound walls,
<br />airportand highway paving, and complexvertical construction. His experience has been
<br />gained over nine years in the quality assurance industry, serving on projects including
<br />grade separations, highways, hospitals, universities, and public infrastructure.
<br />His experience provides him the ability to clearly communicate with the Port and to
<br />clearly identify problems and gaps in the process and present valuable solutions.
<br />RELEVANT PROJECT INVOLVEMENT / EXPERIENCE
<br />CITY OF LONG BEACH ON -CALL MATERIALS TESTING AND SPECIAL INSPECTION, LONG BEACH
<br />Project Manager I Mr. Keffelew is serving as Project Manager for the On -Call materials Testing and Special Inspection Services
<br />contract for the City of Long Beach. The material testing laboratory services consist of material testing of concrete, masonry,
<br />aggregates, asphalt and asphalt plant inspection, soils, epoxies, metal, steel reinforcement, welds, diamond bit coring of asphalt,
<br />concrete or masonry, environmental sampling, and testing of soil and water.
<br />LOS ANGELS COUNTY DEPARTMENT OF PUBLIC WORKS, LOS ANGELES
<br />Project Manager I Mr. Keffelew is serving as Project Manager for the On -Call Los Angeles contract. RMA was contracted in 2011 for
<br />an as -needed geotechnical, materials testing and inspection services contract. Services provided to the County include geotechnical
<br />investigations for various county facilities.
<br />PLACENTIA AVENUE GRADE SEPARATION, PLACENTIA
<br />Project Manager I Mr. Keffelew was responsible for the maintenance of a project budget and scope of work, identifying the
<br />required deliverables and schedule. Yonas attended site quality control meetings. The project constructed a vehicle underpass at
<br />the intersection of Placentia Avenue and the BNSF railroad. As part of the project, the roadway was lowered to separate car traffic
<br />from train traffic.
<br />KRAEMER AVENUE GRADE SEPARATION, ORANGE
<br />Project Manager I Mr. Keffelew was responsible for the maintenance of a project budget and scope of work, identifying the
<br />required deliverables and schedule. He attended site quality control meetings. For construction of the vehicle underpass the
<br />existing roadway was lowered. Temporary rail tracks will be built south of the current tracks, while the railroad bridge, retaining
<br />walls and roadway construction is underway.
<br />ALESIA STREET/SEAMAN AVENUE/ LA MADRINA DRIVE, STREET IMPROVEMENT, S. EL MONTE
<br />Project Manager I Mr. Keffelew is serving as Project Manager for the Alesia Street / Seaman Avenue / La Madrina Drive Street
<br />Improvement Projects located in the City of South El Monte. RMA Group provided field testing and sampling, laboratory materials
<br />testing, and engineering review services.
<br />EXPO PHASE 2, CULVER CITY - SANTA MONICA
<br />Project Manager I Mr. Keffelew serves as Project Manager for the Expo Phase 2 Project. RMA is providing construction testing
<br />services for grading, mass reinforced concrete placements, embedded anchorage, stray current -cathodic system, structural steel
<br />support installation, aluminum curtain wall glazing system, post tension concrete, grouting, cable railing, scheduling inspections,
<br />water proofing install, and concrete pavers; and testing of compaction, concrete, welding, tensioning, epoxy bounding, and rebar.
