REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 18, 2018 <br />TITLE: <br />APPROVE AGREEMENTS WITH <br />HENNESSEY & HENNESSEY LLC AND <br />INTEGRA REALTY RESOURCES — LOS <br />ANGELES FOR ON-CALL RIGHT-OF-WAY <br />APPRAISAL SERVICES <br />(NON -GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1G) <br />r <br />CITY M NAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on V1 Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute two agreements with the firms <br />listed below to provide on-call right-of-way property appraisal services for three-year terms <br />beginning December 18, 2018, and expiring December 17, 2021, with provisions for two, one-year <br />extensions exercisable by the City Manager and the City Attorney, for a total aggregate amount <br />not to exceed $400,000 for the two contracts combined, for the term of the contract, including the <br />optional extensions, subject to nonsubstantive changes approved by the City Manager and the City <br />Attorney: <br />Hennessey and Hennessey LLC <br />Integra Realty Resources — Los Angeles <br />In order to provide the best services to the City, staff will endeavor to distribute work equally among <br />the two consultants, but reserves the right to assign more work to one consultant over another <br />based on type of work, availability of staff, schedule limitations, and performance, among other <br />factors. <br />DISCUSSION <br />Approval of the recommended action will provide for on-call right-of-way property appraisal <br />services as needed to complete Public Works Agency Capital Improvement Program (CIP) <br />projects, valued at over $50 million per year for the next several years. These services will be <br />utilized for current CIP projects, including Warner Avenue and Bristol Street Improvement projects. <br />Right-of-way consultants are needed to augment staff with specialty appraisal services for timely <br />delivery of the CIP. Consultant services will include preparation of appraisal services for residential <br />properties; commercial properties; industrial properties; easements; special use or zoned <br />properties; and review of appraisals. <br />25J-1 <br />
