Agreements for Geotechnical Engineering Services <br />December 18, 2018 <br />Page 2 <br />On September 17, 2018, the City issued a Request for Proposals (RFP) (Exhibit 1) for On-call <br />Property Appraisal Services. The RFP was posted on the City's online e -procurement portal, <br />PlanetBids, and a total of 8 proposals were received. A five -member evaluation panel comprised <br />of Public Works Agency and City Attorney Office staff reviewed and ranked all of the proposals. <br />One proposal was deemed nonresponsive, and the remaining 7 qualifying submittals were ranked <br />based on experience, qualifications, project understanding, as well as the overall proposed <br />services. The table below summarizes the results of the top seven proposals: <br />Rank <br />Firm <br />Score <br />1 <br />Hennessey & Hennessey <br />90 <br />2 <br />Integra Realty Resources — Los <br />Angeles <br />84 <br />3 <br />Hendrickson Appraisal Company <br />81 <br />4 <br />Santolucito Dore <br />79 <br />5 <br />Pacific Real Estate <br />74 <br />6 <br />Cushman & Wakefield <br />71 <br />7 <br />Valbridge <br />67 <br />Based on the proposal evaluations and ranking, staff recommends that the top 2 firms — Hennessey <br />& Hennessey and Integra Realty Resources — be retained to provide on-call right-of-way appraisal <br />services (Exhibits 2 and 3). <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with this action. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy G (develop and implement the City's Capital Improvement Program in <br />coordination with the Community Investment and Deferred Maintenance Plans). <br />FISCAL IMPACT <br />There is no fiscal impact at this time. Funding for these services is available in prior year and <br />current FY 2018-19 approved CIP budgets, and will be budgeted in future CIPs. Prior to utilizing <br />any of these on-call services, Public Works Agency staff must receive Finance & Management <br />Services Agency approval of funding and accounts to ensure that funds are available under the <br />authorization and aggregate limit of these agreements. Upon successful completion of this fiscal <br />review, a corresponding Notice to Proceed containing specific scope and maximum expenditure <br />for the task order will be issued to a firm. <br />25J-2 <br />
