Approval of Fire/EMS Emergency Ambulance Transportation & Related Services <br />Agreement with CARE Ambulance Service, Inc. <br />December 18, 2018 <br />Page 4 <br />The subsequent proposals were evaluated by a Proposal Grading Panel comprised of five staff <br />members from the following agencies: FMSA (3), Santa Ana Police Department (1) and OCFA (1). <br />The Proposal Grading Panel members reviewed and ranked each proposal separately from one <br />other based on the criteria and grading scale established in the RFP. The following evaluation <br />criteria with a maximum 500 point scale was utilized by the Proposal Grading Panel to rate each <br />proposal: <br />Criteria <br />A. Experience of the Proposer <br />B. Operational Systems <br />C. Patient Care/Transport System Design <br />D. Personnel Training and Records <br />E. Financial Analysis (Cost to the City) <br />F. Vehicle Maintenance and Records <br />Points <br />0-100 <br />0-100 <br />0-100 <br />0- 75 <br />0- 75 <br />0- 50 <br />500 maximum points <br />The listed criteria requirements were assigned a point scale based on the item's relative <br />importance. The final score was derived by averaging the individual members' ranking for each <br />category and then reaching a cumulative score. Using this methodology, the highest average <br />cumulative score would reflect the best proposal. <br />Proposal Grading Panel Evaluations & Bidders Presentations <br />The proposals from the two bidders were evaluated by the Proposal Grading Panel members for <br />assessment and scoring. The Proposal Grading Panel members each submitted their own <br />preliminary scoring to the Supervising Buyer of the Purchasing Department prior to the oral in- <br />person presentations. Presentations from bidders occurred on November 8, 2018, and served as <br />an opportunity to highlight key points of their proposal and to respond to clarification requests from <br />the grading panel based on information contained within the RFP submittals. As such, bidders were <br />instructed not to present new content or information not contained in their respective RFP <br />submittals. <br />Proposal Grading Panel Rankings & Recommendation <br />The Proposal Grading Panel final rankings of the submitted RFP responses to Request for <br />Proposals # 18-059: Fire/EMS Emergency Ambulance Transportation and Related Services are as <br />follows: <br />250-4 <br />
