PROPOSAL TO PROVIDE FIRE/EMS EMERGENCY TRANSPORTATION & RELATED SERVICES <br />CITY OF SANTA ANA <br />ITEM 3: OVERALL OPERATIONAL SYSTEM <br />The following pages provide a review of Care's overall operational system, including a summary <br />of our operations system and supervisory plans. In addition, we have outlined our proposed <br />operational system enhancements. <br />Supervisory Plan <br />Currently, Care Ambulance Service provides five (5) on -duty Operations Manager on a twenty- <br />four (24) hour basis, seven (7) days a week. In addition, Care Ambulance has a dedicated full- <br />time Operations Manager specifically assigned to the City of Santa Ana, Monday through Friday, <br />from 0800 to 1600 hours. <br />Care's Operations Managers function in a manner similar to a fire department Battalion Chief <br />and are only assigned to field supervision and administrative duties. Our Operations Managers <br />are located in the City of Orange, Garden Grove, Villa Park, Laguna Niguel and Rancho Santa <br />Margarita. Care's on -duty Operations Managers are available at all times and may be contacted <br />immediately via radio through Care's communications center or directly through their cellular <br />telephone. <br />The following individuals currently work as Operations and Administrative Managers in Care's <br />Orange County Division: <br />• Rob Viera - OC Division Manager, Employed with Care for 23 years <br />• Marc Jessner— Division Manager Logistics, Employed with Care for 28 years <br />• Jeff Talmage —SA Operations Manager, Employed with Care for 6 years <br />• Klatann Thomas — Operations Manager, Employed with Care for 11 years <br />• Sean Cox — OC Operations Manager, Employed with Care for 13 years <br />All Operations Managers employed by Care Ambulance have successfully completed training at <br />the ICS 200 level and California Ambulance Strike Team Leader training. All Operations <br />Managers have completed the required FEMA training, including IS 700 NIMS and IS 800 <br />National Response Plan. In addition, all Operations Managers have completed First Responder <br />Awareness (FRA) and First Responder Operations (FRO) training. <br />On a daily basis, Care's Operations Managers are in the field, supervising the activities of all <br />assigned personnel. They are deployed in a Code 3 capable vehicle equipped with all necessary <br />fire department radios and extra medical equipment, including backboards, medical supplies <br />and oxygen. Each Operations Manager vehicle is also equipped with a Mobile Data Computer <br />(MDC) allowing our supervisory personnel to continually monitor the location and activities of <br />all Care ambulances within Santa Ana and Orange County. <br />RFP # 18-059 — CARE AMBULANCE SERVICE 8 <br />
