PROPOSAL TO PROVIDE FIRE/EMS EMERGENCY TRANSPORTATION & RELATED SERVICES <br />CITY OF SANTA ANA <br />(B) Field Training Officers <br />Care's Field Training Officers (FTOs) are responsible for all aspects of EMT training, including <br />ongoing observation in the field. The ratio of FTOs to EMTs committed to the City of Santa <br />Ana EMS Transportation Program is 1 to 7. <br />FTO Training and Job Functions <br />The FTO job training program is an extensive familiarization with preceptor training objectives, <br />including but not limited to evaluation forms, rating factors, EMT standards, inter -personal <br />communications, patient care documentation, FTO ethics and standards, teaching and support <br />services. FTOs must have at least one (1) year of EMT/field experience and undergo an <br />extensive selection process before being promoted. <br />The Field Training Officers perform many functions, including: <br />• New employee selection process and field orientation of new employees; <br />• Driver training; <br />• Classroom, refresher training and EMT -B skills testing; <br />• Provide outside training (CPR, First Aid etc.); and <br />• Career days and ambulance demonstrations. <br />Supervisory Training and Job Functions <br />Operations Managers are responsible for overseeing all EMT personnel in the field. All <br />Operations Managers employed by Care Ambulance have successfully completed Incident <br />Command training at the ICS 100 and 200 levels and Ambulance Strike Team Leader training. All <br />Operations Managers have completed required FEMA training, including IS 700 and IS 800. In <br />addition, all Operations Mangers have completed courses in Bio -Terrorism (CBRNE) and First <br />Responder Awareness (FRA) and First Responder Operations (FRO). <br />Management / Field Supervisor Oversight Plan <br />Currently, Care provides an on -duty Operations Manager on a twenty-four (24) hour basis, <br />seven (7) days a week. The Operations Manager functions in a manner similar to a fire <br />department Battalion Chief and is only assigned to field supervision duties. Our Operations <br />Manager is located at our corporate offices in Orange. The on -duty Operations Manager is <br />available at all times and may be contacted immediately via radio through Care's <br />communications center, or directly through their cellular telephone. On a daily basis, Care's <br />Operations Managers are in the field, supervising the activities of all assigned personnel. They <br />are deployed in a Code 3 -capable vehicle that's equipped with all necessary fire department <br />radios and extra medical equipment, including back -boards, medical supplies and oxygen. <br />RFP # 18-059 — CARE AMBULANCE SERVICE 21 <br />
