PROPOSAL TO PROVIDE FIRE/EMS EMERGENCY TRANSPORTATION & RELATED SERVICES <br />CITY OF SANTA ANA <br />(C) Primary Personnel <br />Care Ambulance currently assigns the following individuals to the City of Santa Ana EMS <br />Emergency Transportation Services program. A summary of each person's current position, job <br />duties and responsibilities, and years of employment is provided below, with detailed resumes <br />provided as an Attachment to this section of our proposal. <br />Chief Executive Officer: Troy Hagen, 5 years at Care <br />With more than 29 years of EMS and medical service management <br />experience, Troy Hagen, Chief Executive Officer, leads the on-site <br />management team. Troy's background includes serving as an EMT, <br />paramedic, volunteer firefighter, reserve deputy sheriff, flight medic, <br />tactical medic, technical rescue commander, community paramedicine <br />program coordinator and field supervisor. Prior to joining Care <br />Ambulance, Troy helped create the incident command coursework for <br />the State of Idaho and taught many classes across the state before <br />FEMA developed a nationwide program. He also beta -tested the ICS <br />training program for FEMA. He is a Type 3 Incident Commander and <br />served on Idaho's Incident Management and Support Team. Troy's <br />extensive experience and leadership in this arena helps ensure his team <br />has the resources at their disposal to appropriately respond to MCIs and <br />disaster events. <br />Troy Hagen, CEO <br />Troy holds a Bachelor of Science degree in Biology and a Master's degree in Business <br />Administration. He is a frequent lecturer and writer on EMS leadership and management topics, <br />EMS finance, emergency preparedness and special event planning. He served as Medical <br />Commissioner and Incident commander for the 2009 Special Olympic World Winter Games. <br />Troy was the 2010 Pinnacle Leadership Award winner, recognized for outstanding dedication to <br />improving EMS and for his lead role in developing a whitepaper entitled "EMS Makes a <br />Difference," published by the U.S. Department of Transportation. Troy is the Past -President of <br />the National EMS Management Association (NEMSMA) and has served as the Finance <br />Committee Chair for the National EMS Advisory Council (NEMSAC). <br />He is truly a hands-on manager who provides our on-site leadership team and employees with <br />an open-door policy that encourages frequent interaction.
