PROPOSAL TO PROVIDE FIRE/EMS EMERGENCY TRANSPORTATION & RELATED SERVICES <br />CITY OF SANTA ANA <br />(F) HIPAA Training Programs <br />In the spring of 2003, Care Ambulance Service developed a training program to meet the <br />requirements of HIPAA and Medicare Compliance. It is the position of Care Ambulance Service <br />that compliance with patient privacy issues is an extremely important standard. Care <br />Ambulance Service also decided that it would be feasible and cost effective to conduct training <br />on Corporate (Medicare) Compliance and HIPAA policies at the same training sessions. <br />To meet this combined goal a course outline and objectives were created to include: <br />• Ensure regulatory compliance with federal, state and local laws regarding patient <br />privacy and Medicare compliance. <br />• Provide staff with a basic knowledge of patient privacy and Care's policies regarding <br />patient privacy. <br />• Provide staff with skills, knowledge and ability to complete Patient Care Records <br />(PCRs) and provide patients with required privacy notices. <br />• Ensure staff is aware of Care Ambulance Service's Compliance and Privacy Officer. <br />• Provide staff with a basic knowledge of Medicare Compliance. <br />• Ensure staff is aware of Federal Fraud and Abuse Statutes. <br />In summary, HIPAA Compliance and Medicare Compliance training is mandated for every <br />employee and will be provided to all new employees. This training was structured to provide <br />Care employees with the necessary information to adequately protect Patient Health <br />Information (PHI) and understand the issues of fraud and abuse. <br />HIPAA Training Program — Implementation of Privacy Act <br />The following represents the key points of HIPAA training that are included in the company <br />wide training: <br />• History of Privacy Act <br />• Basic Primary Rule <br />• Impact of HIPAA — How each of us are affected by the new regulations <br />• HIPAA Training Requirements — Who must be trained — Why? <br />• What Must Training Include —workforce training on privacy policies and <br />procedures <br />• Required Employee Certification <br />• Enforcement and Penalties — What agency of government is responsible for <br />enforcement and mandatory practices <br />• Criminal Sanctions — It is extremely important to share this point in training so that <br />staff members will understand and appreciate the need to follow the procedures <br />RFP # 18-059— CARE AMBULANCE SERVICE 29 <br />
