INTRODUCTION <br />The City of Santa Ana is issuing this RFP for a Medical Services Review program. The City desires <br />to implement a fully comprehensive and legally -defensible medical services review program as an <br />essential part of the City's objective to provide and maintain a qualified work force. <br />The City of Santa Ana, hereinafter referred to as "the City', is located in the County of Orange in <br />Southern California. The City land area is 27.2 square miles and the population is approximately <br />334,000 people. <br />The City employs approximately 1,000 full-time and 500 part-time employees in a wide variety of <br />professions. City employees work within the following 10 departments: City Attorney, City Manager, <br />Clerk of the Council, Community Development, Finance, Planning and Building, Parks and <br />Recreation, Human Resources, Public Works, and Police. <br />The City is soliciting proposals from qualified medical services review providers (`Proposers" or <br />"Consultants") having special skill, knowledge and expertise in the field of impartial medical evaluations <br />to: <br />➢ effectively coordinate, schedule and evaluate the results of a variety of medical examinations <br />including: <br />• pre-employment medical examinations and screenings; <br />• post -exposure medical examinations and screenings; <br />• fitness for duty examinations; <br />• Department of Motor Vehicles (DMV) Commercial Classification Driver's License <br />physical examinations; <br />• certain Department of Transportation (DOT) -related drug and alcohol examinations and <br />screenings; and <br />• California OSHA (Occupational Safety and Health Act) occupational testing such as <br />periodic evaluation of respiratory, audio, and chest functions, as well as Hepatitis <br />vaccinations and boosters, as needed. <br />➢ objectively discern if potential applicants or current employees are able to perform the essential <br />functions of the jobs for which they are being considered; and <br />➢ objectively discern if current employees are medically fit to return to their regular essential <br />functions following events such as serious injuries, exposure, or long-term illnesses. <br />The full Scope of Services is outlined in Exhibit A. <br />Consultant will ensure clinics and laboratories used are qualified to perform DOT and non -DOT urine <br />collection and breathalyzer testing, laboratory analysis and Medical Review Officer (MRO) <br />responsibilities. <br />The proposal shall be concise, to the point, and sufficient enough to coverall required submittals and <br />exclude any extraneous materials.
