<br />Ms. Finestone is also an experienced review appraiser. She has reviewed large numbers of appraisals
<br />for OCTA, LAUSD, the cities of Ontario and Riverside, and Los Angeles County Metropolitan
<br />Transportation Authority (LACMTA),
<br />John G. Ellis, MAI, CRE, FRICS, Senior Managing Director, has served as past president of the SCCAI,
<br />has served as an elected member of the SCCAI Board of Directors for five years, has served on various
<br />volunteer committees for the Appraisal Institute (at the local, regional, and national levels) for more than
<br />20 years, and is a nationally approved instructor for the Appraisal Institute. In November 2013 he was
<br />honored as a Volunteer of Distinction by the local chapter. Four times he has chaired the SCCAI's Annual
<br />Litigation Seminar conducted for the benefit of Southern California's legal and appraisal communities.
<br />Mr. Ellis is also a member of the CRE and the IRWA and a fellow of RIGS. He is Yellow Book certified,
<br />having successfully completed the accredited course the Uniform Appraisal Standards for Federal Land
<br />Acquisitions. As senior managing director of the firm, he 1s involved in completing valuation and
<br />consulting assignments, overseeing the work and the mentoring of some of the junior staff members. He
<br />has significant experience in the coordination and management of multiproperty assignments,
<br />Robert M. Lea, MAI, Director, has been working in the field of real estate appraisal, analysis, and
<br />consulting for many years. His work covers a broad range of appraisal and consulting assignments,
<br />litigation support, and expert testimony. He has taught, published and lectured in the appraisal field.
<br />Mr. Lea founded Lea Associates in 1976 and operated the firm until recently. Mr. Lea joined IRR-Los
<br />Angeles in December 2017 and brings a wealth of experience. He serves law firms, public agencies,
<br />corporate clients, lenders; and developers, Mr. Lea has had the opportunity to work in financial appraisal,
<br />consulting, and eminent domain valuation and testimony since the beginning of his career and has
<br />appraised hundreds of properties in city center redevelopment projects as well as full and partial takings
<br />for right-of-way assignments which range from street widenings to freeway acquisitions to subterranean
<br />tunnel easements for subways. Mr. Lea frequently is retained in arbitration proceedings either as an
<br />appraiser or arbitrator. This provides Mr. Lea with the experience and qualifications to instruct real estate
<br />appraisers and to provide a special focus on market analysis, appraisal procedures, valuation, and
<br />reporting.
<br />Adam M. Bogorad, MAI, Director, has worked in real estate since 2002 and has been a licensed real
<br />estate appraiser since 2005. Mr. Bogorad has been engaged in assignments covering a wide array of
<br />property types for both public and private sector clients and has been designated as a real estate expert
<br />witness in the Superior Court of California, With specific respect to land valuation matters, Mr. Bogorad
<br />has successfully completed assignments all over Southern and Central California for clients such as
<br />OCTA, Caltrans, Southern California Edison Company (SCE), California High -Speed Rail Authority
<br />(CHSRA), numerous government agencies and public -school districts, McDonald's USA, and a number
<br />of law firms. Mr. Bogorad also has extensive experience with matters of eminent domain. He has
<br />presented, as an instructor, courses related to various aspects of real estate analysis.
<br />The qualifications of the appraisers who will potentially be assigned to do the work are detailed in the
<br />Professional Qualifications section of this proposal.
<br />Representation in Court Proceedings
<br />Mr. Ellis, Ms. Finestone, Mr. Lea, and Mr. Bogorad have appeared as expert witnesses in multiple courts
<br />throughout California. Mr. Ellis and Mr. Lea specialize in appraising for litigation purposes and are in
<br />high demand as an expert witness and arbitrator (Mr. Ellis). Summaries of court experience will be
<br />provided upon request.
<br />The following table illustrates the availability of key personnel to provide work for the City of Santa Ana.
<br />Please note that we have the ability to allocate a greater percentage of our manpower, If necessary, to
<br />complete a large group of appraisals for a given project or projects. We have this ability due to the depth
<br />and size of our staff. We have included only senior members of our team in the table which follows.
<br />Once a project is in full swing, we would allocate 100 percent of the resources of the required key
<br />personnel.
